Responsibilities

The Manager, Office of Payroll & Benefits, has direct supervisory and performance evaluation responsibility for the payroll counseling team functions within the Office of Payroll and Benefits. The incumbent's responsibilities include the day-to-day management of, and planning for payroll counseling and the document imaging team, both program requirements and development of personnel, as well as providing general assistance, coordination, guidance, and recommendations to Payroll and Benefits, and Finance management regarding sensitive and confidential issues. The incumbent must be able to interact effectively and compassionately with all levels of staff and stakeholders. The incumbent must effectively assign/utilize resources and assemble teams to ensure that both sustaining activities and projects are successfully completed in a timely manner. The incumbent must conduct daily reviews, monitor, evaluate, and validate the work of subordinate staff.

The incumbent must also develop and maintain general working knowledge of all aspects of the Office of Payroll and Benefits, including records management and document imaging and a general understanding of the Office of Finance, Office of the CAO at-large and Legislative Branch, as well as applicable legal requirements, House Rules, Committee and CAO policies and procedures, and specific Payroll and Benefits practices and procedures.

The Manager must effectively work with other managers and assign/utilize resources and assemble teams to ensure that both sustaining activities and current projects are successfully completed in a timely manner using available customer tracking and other system resources.

The incumbent's pay grade and compensation level are determined based on applicable professional experience, job knowledge, past performance, proven leadership and management skills, and assigned level of responsibility.

This position has day-to-day supervisory/managerial responsibilities.

• Responsible for the daily management and development of Payroll & Benefits staff, including the timely completion of individual performance plans and evaluations, employee coaching and mentoring, recommending/providing appropriate training, addressing employee conflicts and providing progressive disciplinary actions. Works with other managers to build a cohesive and effective team.
• Along with the Director and other managers, responsible for planning and the day-to-day functions associated with Payroll & Benefits, as well as miscellaneous administrative activities. Prepares recommendations for improvements to ensure responsiveness to changing requirements. Coordinate with, and keep management informed of all relevant workplace issues and initiatives, specific work activities, and policy, procedural and process initiatives or changes. Informs leadership of unusual problems and unanticipated constraints or resource requirements in a timely manner.
• Keep Payroll & Benefits counseling staff informed, and if applicable, effectively disseminate such information through the department.
• Effectively and efficiently prioritize work and manage time based on importance and deadlines.
• As necessary, develop, implement, and modify internal Payroll & Benefits workplace policies, standards, procedures, practices, and communication programs, including but not limited to Attendance and Leave policies established by the Chief Administrative Officer (CAO)/Committee on House Administration (CHA).
• Incumbent will conduct daily reviews, monitor, evaluate, and validate the work of subordinate staff.
• Coordinate the assistance of other CAO, contractor and/or House support services to ensure that operational requirements are met and policies enforced, including I-9 documentation, new appointment and benefits enrollment procedures and other on-boarding and off-boarding procedures.
• Incumbent will manage all department work and programs including implementation, tracking, measurement, and quality control. Manage to completion special projects and initiatives as assigned. Ensure that appropriate reviews are conducted and corresponding program enhancements are made. Participate in Advisory Group meetings, as necessary.
• Incumbent will, as needed, work with the payroll and benefits operation's staff to correct coding, establish payroll changes, and other actions related to benefit and retirement actions.
• Incumbent will serve as the subject-matter expert for all issues related to payroll and will be responsible for guiding and mentoring junior-level payroll and benefit staff and have excellent presentation skills.
• Incumbent will maintain familiarity and compliance with, and establish standards for, all applicable legal requirements, House and Committee Rules, CAO policies and procedures, as well as specific Payroll & Benefits practices and procedures.

Continued employment is contingent upon satisfactorily completing a criminal history records check (or other applicable security clearance) and a pre-employment drug-test (pre-identified position only).

Qualifications

High School Diploma (Bachelor's degree preferred) with minimum of 8 years of demonstrated progressive leadership experience required in Payroll and Benefit administration (Federal arena strongly preferred).

Must have significant experience working with an in-house payroll system, and a thorough knowledge and use of customer service best practices and strategically plans and trains staff.

The candidate must be friendly, outgoing, have excellent communication skills and enjoys speaking to a large audience of different levels.

Lawson experience required.

Certified Payroll Professional (CPP) accreditation (preferred).
