Responsibilities

  • The incumbent carries out the full range of supervisory responsibilities expected of a supervisor/manager in the Federal government.
  • The incumbent makes recommendations for changes to or improvements of policies and procedures of the Office and the Center.
  • The incumbent frequently serves as a close advisor to the Director, OM to support the extensive human resource/administrative/management functions/needs of the Center.
  • As appropriate, the incumbent makes recommendations for changes to or the improvements of policies and procedures of the Office and Center.
  • The incumbent develops innovative ideas and approaches related to human capital to assist the organization and its dynamic workforce in fulfilling the critical research agenda of the Center.

Qualifications

The position of Management Services Officer falls within the 0301 series. To qualify for this position at grade GS-0301-15 you must meet Time-in-Grade requirements by 11:59 pm EST on 06/20/2019.

In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee's position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment. The documentation must indicate whether the duties were performed full time or, if part time, the percentage of times the other duties were performed. It is expected that this documentation is included in the employee's official personnel record. In order to receive credit for experience in your resume that is not within the official series and grade level of your official position, you must provide a copy of the appropriate documentation of such experience as indicated above.

Basic Qualification Requirement: You must have one-year of specialized experience equivalent to the GS-14 grade level in the Federal service developing long and short-term strategic plans on personnel initiatives. Developing human capital guidelines and advising senior leadership on human resource policies and procedures; Leading overall work performances for an organization; Developing standard operating procedures on human capital initiatives; and supervisory experience in managing, planning, coordinating, and directing the work of subordinate staff to achieve the mission of an Agency.
