Responsibilities

As a Senior Social Science Analyst, you will be responsible for evaluating and analyzing complex public health programs and policies to advise management on public health policies, operations, products, and services and contribute to the improvement of public health programs and studies.

Specifically, you will:
  • Analyze existing or proposed systems, strategies, services, or other health-related matters for long-range implementation and administration of the public health program.
  • Design appropriate evaluation policy studies related to integration of services in assigned area.
  • Utilize complex techniques to conduct primary and secondary analyses on information generated by contractors.
  • Participate in, present at national scientific symposia, meetings and conferences to remain abreast of new and emerging state-of-the-art methodologies and to present SAMHSA's scientific findings to the field.
  • Supervise the conduct of short and long-term in-house studies, which are designed to determine the innovative practices in treatment, prevention and mental health service delivery.

BASIC REQUIREMENTS: To qualify for this position, you must have:

Degree: In behavioral or social science: or related disciplines appropriate for the position. NOTE: A copy of your official or unofficial transcript is required by the closing date of this announcement.

OR

Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

OR

Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

AND

EXPERIENCE REQUIREMENT:

In addition to the basic requirements, to qualify for this Social Science Analyst, GS-0101-14 position, your resume must clearly demonstrate that you have one full year of specialized experience comparable in difficulty and responsibility to at least the GS-13 level in the federal service. Examples of qualifying experience include the following types of tasks performed on a regular and recurring basis: Conducting program and policy analyses to identify and understand the impacts, needs and preferences of health service programs; Utilizing a wide range of advanced qualitative or quantitative tools for the assessment of public health program effectiveness.

Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

Current status candidates must meet Time-in-Grade (TIG) by the closing date of this announcement. To allow us to verify that you meet TIG requirements, provide any of the following SF-50s:
  • Competitive or Career-ladder promotion to your highest grade (this does not include 120 day temporary promotions)
  • With-In-Grade (WGI) increase at your highest grade (this does not include quality step increases (QSIs)
  • Competitive career/career-conditional appointment to your highest grade.
  • SF-50 at your highest grade held, that is at least one year older than the announcement closing date of 06/21/2019.

Current year pay adjustments are not acceptable for verifying TIG (ex. 2019 general increases cannot be used to verify TIG).

Education

This position has an education requirement.
