The Fairfax County Office of Public Affairs is searching for a dynamic and innovative Social Media Content Editor (Information Officer II) who will further enhance the county's successful social media program both as a daily publisher of content and assisting with the administration of all official county accounts. As part of the Office of Public Affairs Digital Team, the position will plan, publish and maintain social media content; help develop and implement countywide policy and compliance initiatives; provide strategic and tactical counsel to all county social media publishers and staff; create educational resources and training courses; help maintain a suite of metrics; support social media emergency communications; and examine new opportunities in the social media space. The selected candidate will help residents who use social media better understand their government, highlight the county's strategic priorities and connect the community with services through many ways, including these responsibilities:
  • Creates relevant, timely and actionable social media content for many topic areas and countywide issues through lenses of equity, accessibility and inclusion.
  • Produces audience-friendly and brand/tone consistent stories utilizing modern production techniques appropriate for social media platforms.
  • Drafts and schedules content, monitors for mentions, and identifies opportunities for engagement and customer service.
  • Repurposes existing content and finds opportunities for new content.
  • Creates and maintains library of social content, including but not limited to videos, graphics, evergreen messaging, campaign plans and reports.
  • Serves as a social media content resource for agency consulting and countywide issues/campaigns as needed, requested or assigned.
  • Directly assists county departments and offices in publishing social media content as requested/assigned.
  • Takes initiative and proposes new social media ideas, concepts and projects for consideration.
  • Provides proactive research about all social media platforms as they evolve.
  • Executes content in support of countywide editorial planning and the county's strategic planning initiative.
  • Assists with the overall administration of the county's social media program, including adherence to the county's social media policies, standards, guidelines and best practices.
  • Employs methods of social media measurement to determine meaningful and actionable communications outcomes, while identifying opportunities for improvement.
  • Creates and coordinates social media metrics reports as planned or as needed.
  • Provides appropriate training to publishers as necessary or as requested.
  • Helps plan and assess the county's use of social media before, during and after emergencies.
  • Serves as part of a formal or informal Joint Information Center team to support crises, declared emergencies, weather events and other no-notice incidents.
  • Other duties as assigned include providing public website and intranet support; assisting with special events; helping to maintain lists and databases; providing media relations support as needed; and helping to produce materials for other county communications platforms such as email and printed products.
Note: The starting salary will not exceed the midpoint (or $77,936.35) of the advertised compensation range.

Illustrative Duties

Plans special events and edits news releases and publications to inform the public of County services and activities;

Assists agencies in the development of information programs, including news releases and publications;

Plans photographic coverage and, when necessary, takes and processes photographs to illustrate publications and news releases;

Conducts audience/constituent research on projects.

Required Knowledge Skills and Abilities

Knowledge of principles and practices of public information work and the department and functions of local governments;

Ability to write and edit material for publication;

Knowledge of the requirements of print and broadcast media and ability to prepare material for their use (including AP Style);

Ability to design visual material for publications or displays;

Knowledge of fundamentals of digital still photography and ability to plan and execute photographic coverage of complex events;

Ability to establish and maintain effective relationships with the public, the press and County employees.

Employment Standards

MINIMUM QUALIFICATIONS:

Any combination of education, experience, and training equivalent to: Bachelor's degree in journalism or related field, five years of progressively responsible experience in public information, journalism, broadcasting or publications editing.

CERTIFICATES AND LICENSES REQUIRED:

Not applicable.

PREFERRED QUALIFICATIONS:
Demonstrated technical skills to create interactive content packages unique to multiple social media platforms. Previous experience managing social media during emergencies. Experience developing metrics and listening reports. Strong written and verbal communication skills. Day-to-day experience and successful track record of managing professional social media accounts. Ability to use photo and video editing tools. Bilingual proficiency in English and a foreign language, a plus.

NECESSARY SPECIAL REQUIREMENTS:

The appointee to the position must satisfactorily complete a criminal background check.
This position is classified as "essential personnel" for purposes of continuity of operations and are required to report to work during inclement weather or emergency situations.

PHYSICAL REQUIREMENTS:
Ability to use keyboard driven equipment in a normal office environment. All duties performed with or without reasonable accommodations.
