Job Announcement

Performs professional entry level human resources generalist work in key human resources functional areas, with a focus on job descriptions, recruitment, FMLA, non-FMLA medical leave, workers compensation, and ADA/reasonable accommodation. Conducts research and analysis, data collection, tracking, and reporting. Provides guidance to staff and supervisors related to county-wide and agency-specific policies and procedures. Performs a variety of HR-related duties in multiple functional areas and completes special projects as assigned. Under direction of the Human Resources Manager.

  • Administers human resources programs for Department, i.e., tuition assistance, pay for performance, FMLA;
  • Assists with employee relations issues;
  • Assists with workforce planning initiatives for department;
  • Researches and provides analysis of HR issues and initiatives;
  • Assists with recruitment processes for department.


Required Knowledge Skills and Abilities

  • Basic knowledge of principles of HR administration and management principles and practices;
  • Basic knowledge of federal, state, and county laws, regulations and ordinances pertaining to human resources;

  • Ability to establish and maintain effective relationships with applicants, employees, and County officials;
  • Ability to speak and write effectively.


Employment Standards

MINIMUM QUALIFICATIONS:

Any combination of education, experience and training equivalent to graduation from an accredited four-year college or university with a bachelor's degree in human resource management, public administration, or a related field.

BRIDGE CLASS EMPLOYMENT STANDARDS:

Four years of increasingly complex technical administrative experience in the assigned

functional area, comparable to experience at the Administrative Assistant IV, or higher, level. This class can serve as a bridge class enabling individuals who do not meet the educational or professional experience standards listed above to qualify for this class by possessing four years of increasingly complex technical administrative experience in the assigned functional area, comparable to experience at the Administrative Assistant IV, or higher, level.

The purpose of this bridge class is to promote upward mobility within the Fairfax County

workforce. However persons qualifying for this class on the basis of their technical experience may not substitute this technical experience for education, or for professional experience, in order to qualify for other employment opportunities.

CERTIFICATES AND LICENSES REQUIRED:
Must have a valid driver's license.

NECESSARY SPECIAL REQUIREMENTS:

The appointee to this position will be required to complete a criminal background check, a check of the Child Protective Services Registry, and a driver's license check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:
  • Bachelor's degree in human resource management, public administration, or a related field.
  • Full time experience working as an entry-level human resources generalist in a human resources office for an organization.
  • Two years of experience administering Family and Medical Leave Act, Americans with Disabilities Act, and Worker's Compensation programs for an organization.
  • HR certification (PHR, SHRM - CP, IPMA-CP).
  • Knowledge of federal, state and local HR laws and regulations.
  • Experience in full life cycle recruitment and strong knowledge of the county's employment policies and procedures.
  • Experience with human resources information systems, especially FOCUS/SAP.
  • Demonstrated ability to communicate effectively, both orally and in writing, with employees at all levels.
  • Attention to detail, problem solving skills and ability to simultaneously manage multiple tasks in a fast-paced environment.
  • Knowledge of human resource practices in a local government environment.
  • Experience using word processing, spreadsheet, and presentation software to prepare documents, store, track, manipulate, and analyze information; with advanced skills in Microsoft Office, Excel, Word and Outlook. Experience in SharePoint a plus.
PHYSICAL REQUIREMENTS:
Work is generally sedentary; however, employee may be required to walk, stand, bend, and carry items less than 15 pounds in weight. Must be able to type on a keyboard. Ability to communicate clearly with others and make presentations. Ability to travel to other sites to attend trainings, meetings, and make presentations. Physical requirements can be performed with or without accommodations.
