Job Announcement

Oversees and coordinates the budget, for the department's general fund, federal and state grants, capital projects, gift funds, Consolidated Community Funding Pool and special revenue funds to include revenue, expenditures and work performed for others. Direct supervision of the Financial Specialist III's. Coordinates budget activities to include analyzing, forecasting for annual budget submission, third quarter and year end/carryover; broad oversight of accounts payable and accounts receivable work, as well as procurement management. Analyzing, monitoring, and forecasting Revenue. Ensures compliance with all applicable federal, state and county regulations and procedures. Directly maintains financial and procurement policy and procedures and oversight of audits. Oversees reconciliation processes, serves on one or more departmental, and interdepartmental or county workgroups. Assist staff with reporting to and meeting with program staff on a regular basis. Completes employee clearance checklist for terminating or transferring employees and performs related work as requested or required for the benefit of the department. Works under the supervision of the Management Analyst IV.

Note: Salary will not exceed the midpoint of the advertised salary range.


Illustrative Duties

  • Prepares or oversees the preparation of large, complex agency budget;
  • Directs all budgeting, purchasing, and payment activities for the agency;
  • Oversees development and implementation of fiscal management and accounting procedures for the agency;
  • Coordinates and oversees audit processes;
  • Prepares grant proposals and reports;
  • Ensures compliance with all applicable Federal, State and County regulations and procedures.


Required Knowledge Skills and Abilities

  • Extensive knowledge of the principles, methods, and practices of governmental budgeting and financial management;
  • Thorough knowledge of intergovernmental financial management, grant management and contract management;
  • Ability to plan and implement activities in order to ensure effective and efficient utilization of resources.


Employment Standards

MINIMUM QUALIFICATIONS:

Any combination of education, experience and training equivalent to: graduation from an accredited four-year college or university with a bachelor's degree in accounting; or a bachelor's degree in business administration or related field that has been supplemented by at least 6 credit hours of basic accounting principles and concepts; plus five years of professional-level in finance, business administration, budgeting, or contract management, to include two years of supervisory experience. A master's degree in a related field or CPA may substitute for one year of experience.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check and a check of the Children's Protective Services Registry to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:
  • Experience working within one or several human service agencies.
  • Considerable knowledge of, and experience with governmental financial management, including audit response, quantitative analysis, and managing multiple funding streams.
  • Demonstrated ability to work collaboratively and manage a team effort.
  • Demonstrated ability to work with and review details, and ability to effectively synthesize information for appropriate audiences.
  • Experience with researching, preparing, and presenting reports to senior managers, and/or various committees, boards, and commissions.
  • Considerable experience using Microsoft Office Suite applications, including high-level of proficiency with Microsoft Excel to analyze and manipulate data.
  • Experience with financial management and processing software, preferably SAP.

PHYSICAL REQUIREMENTS:
Work is generally sedentary in nature. However, incumbent may be required to do some walking, standing, bending, and carrying of items up to 25 pounds. Ability to operate keyboard-driven equipment. Ability to communicate verbally and in writing. Sufficiently mobile to travel to various county locations. All duties may be performed with or without reasonable accommodations.
