Job Announcement

The Fairfax County's Health and Human Services (HHS) organization is comprised of ten agencies totaling approximately 4,000 staff with a total budget size of general, special and grant fund support of $800 million dollars. The Department of Family Services is one of the largest agencies within the HHS organization and has broad impact on the lives of residents and families served by the agency. The Director of the Department of Family Services (DFS) will oversee a budget of approximately $146 million dollars and almost 1000 staff. Budget information: FY2019 here , FY2020 here .

Under the direction of the deputy county executive for Health and Human Services (HHS), leads, plans and manages a variety of social service programs to promote self-sufficiency and to protect vulnerable children and adults.

Duties include (not limited to):
  • Directs and oversees services within the DFS ( homepage ) to include four major divisions (Children, Youth & Families, Adult and Aging, Self-Sufficiency, and Domestic & Sexual Violence Services).
  • Partners with the Fairfax-Falls Church Community Services Board (CSB) for specialized behavioral health services and the Children's Services Act.
  • Advocates for DFS for funding and resources at the local, state and federal levels.
  • Ensures compliance with federal, state, and local regulations and policies.
  • Educates the public regarding issues under the purview of the DFS.
  • Functions as the designated local official for the local board of social services under the commonwealth of Virginia's state-supervised, locally administered, social services system.
  • Develops and implements public/private partnerships.
  • Provides support to health & human services boards, authorities, and commissions as well as others assigned by the board of supervisors or county executive outside HHS.
  • Serves on local and state cross organizational executive boards, task forces and committees related to clients' workforce and employment issues, child welfare including those with justice involvement, domestic & sexual violence, homelessness, disability services, and the needs of older adults.
  • Actively partners with other county agencies including HHS to further the goals of the county-wide strategic plan and One Fairfax.
  • Directs the evaluation of the effectiveness of DFS service components and makes modifications to address new or changing needs.
  • Promotes staff development activities to enhance the department's high performance and diversity.
  • Ensures ongoing open communication occurs at all levels within the organization to keep employees informed about issues that affect the agency and their employment.
Additional Work Schedule Requirements: Evenings and weekends may be required.

Required Knowledge Skills and Abilities

  • Extensive knowledge of the principles and practices of social service delivery in the interest of improved client outcomes and stronger communities;
  • Knowledge of the principles and practices of public administration (including personnel, financing, budgeting, accounting, and management analysis), and the ability to apply them in overseeing a variety of services;
  • Knowledge of the principles and practices of implementing county-wide strategic plans and initiatives such as One Fairfax, the Communitywide Housing Strategic Plan, the Plan to Prevent and End Homelessness, the Economic Success Strategic Plan, and the Equitable School Readiness Strategic Plan;
  • Knowledge of federal, state, and county laws and regulations affecting human services, and the ability to interpret and apply them correctly;
  • Knowledge of Federal, State, and local health & human services agencies and the services they provide;
  • Skill in solving problems and resolving conflicts;
  • Skill in managing and nurturing public relationships with other professional, civic, and private organizations;
  • Skill in the use of data and the application of emerging technologies in order to maximize performance and inform planning for the future;
  • Ability to analyze data and draw sound conclusions;
  • Ability to develop and implement departmental goals, objectives, and strategies in concert with HHS and countywide vision and strategies;
  • Ability to effectively coordinate, implement, and manage change;
  • Ability to effectively manage, train and motivate employees;
  • Ability to plan, direct and coordinate the work of a large and diverse staff;
  • Ability to provide effective, positive, influential and inspiring leadership;
  • Ability to communicate clearly and concisely, orally and in writing;
  • Ability to represent the county in a positive and influential manner, willing to embrace and support county goals and initiatives.


Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to graduation from an accredited four-year college or university plus a master's degree in social work, public administration, healthcare or health services administration, public health, counseling and guidance, or a related field; plus ten or more years of professional experience in the health & human services field, including at least seven years of progressively responsible management experience directing a human services agency or program.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to the position must complete a criminal background check, a credit check, and driver's license record check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:
  • Experience in public sector/governmental health & human services;
  • Demonstrated record or knowledge of planning, developing, organizing, implementing and coordinating budgets and financial activities of a county department with considerable knowledge of applicable county, state, and federal laws, statutes and policies.
PHYSICAL REQUIREMENTS:
Sufficiently mobile to travel throughout the area to attend meetings and events. Ability to communicate clearly and concisely, both orally and in writing. Ability to use automated technology. All duties may be performed with or without reasonable accommodations.
