As a member of the Department of Family Services (DFS) Child Protective Services (CPS) Program, conducts child abuse and neglect family assessments/investigations; assesses risk and safety; responds to crisis situations; refers families to community resources and supportive services; prepares and files court petitions; collaborates with various multi-disciplinary professionals; and, maintains case documentation through the use of automated systems; participates in required training and professional meetings; serves as a representative on workgroups. Some workloads include non-English speaking families, which requires the social services specialist to be bilingual and/or bicultural or to use translation resources in order to work with a diverse and multi-ethnic population. The Department promotes a strengths-based, family-driven approach to working with families. Assists the unit supervisor with providing technical guidance and training to staff; serves as a policy expert in an area of social work specialization; and/or oversees and coordinates a program or project; and performs related work as required.

Schedule: Position requires responding to CPS cases outside of traditional business hours, and a flexible schedule, including evening and/or weekend work to meet case management and monitoring responsibilities. In addition, the position requires being part of an on-call rotation that includes evening, overnight, weekend, and holiday hours which may require immediate response into the field.

Start Date: All applicants selected from this solicitation will start in September 2019 and must successfully complete DFS's Child Welfare Institute program prior to joining their assigned unit.

Note: This job announcement will be used to fill a current and future full-time Social Service Specialist III vacancies within the various CPS units located in Annandale, Alexandria, and Fairfax.

Employment Standards

MINIMUM QUALIFICATIONS:
Graduation from an accredited four-year college or university with a bachelor's degree, plus three years of professional social work experience. A master's degree in a related field may be substituted for one year of the required experience.

CERTIFICATES AND LICENSES REQUIRED:
Driver's license (required upon hire).

NECESSARY SPECIAL REQUIREMENTS:
  • Appointee must complete a criminal background check, a check of the Child Protective Services Registry and a driving record check to the satisfaction of the employer.
  • Driver's license or ability to efficiently access other means of transportation in order to visit clients in their homes and to meet with community service providers.
  • Some positions may require oral and written bilingual competency in English and a second language.
PREFERRED QUALIFICATIONS:
  • Master's degree in social work (MSW) or a related human services degree.
  • Three or more years of professional-level social work experience, to include two or more years of experience in child welfare.
  • Bilingual in English and Spanish.
PHYSICAL REQUIREMENTS:
Sufficiently mobile to travel outside the office for client contact, court appearances, community events, and to conduct family assessments and investigations of allegations of child abuse and neglect. Ability to communicate clearly and concisely, both orally and in writing. Ability to use automated technology. Must be able to operate a motor vehicle, and make use of personal vehicle. All duties may be performed with or without reasonable accommodations.
