Land Development Services (LDS) is the steward of the county's land development and building construction codes and regulations, and its staff members embrace their essential role as "first preventers." Every day, through careful review, permitting and inspection of site and building construction, our staff protects the health, safety, welfare, and environment for those who live in, work in, and visit Fairfax County. Our department also serves as the gateway to much of the county's economic development, reviewing over 26,000 building and site plans, issuing nearly 60,000 building permits, and conducting over 216,000 building and site inspections each year. Evaluates site related construction plan submittals and supporting documentation to ensure compliance and acceptance with all applicable codes when citizens apply for both building permits and site-related permits. Reviews complex site plans, minor site plans, infill lot grading plans, and rough grading plans for minimum submission requirements and conformance to county code. Reviews other submitted documentation for adherence to county- and state- and federal-related codes and ordinances, such as soils reports and waiver requests. Ensures review of land development submissions along with their associated studies, reports and waivers are processed in a timely manner as set by code and county policy. Oversees and verifies data entry and coverage for the Virginia Stormwater Management Program permit per county and state requirements. Provides direction and support to technical staff with regards to the review of minor site plans and walkthrough RPA waivers and collects fees for future construction escrows and conservation deposits in conformance with county and state codes. Ensures that staff calculates and collects all required fees associated with land development submissions, including pro rata share for stormwater. Creates and maintains project files, including approved plans and agreements. Communicates development regulations and provides customer service functions to contractors, developers, builders, engineers, citizens, and other governmental agencies. Responds to customer and staff inquiries by providing code interpretations, technical information. Supervises technical staff by directing and prioritizing work assignments to ensure consistent and efficient processing of plan reviews. Clearly communicates safety expectations to employees within work unit. Resolves safety-related matters in a timely manner. Works under the supervision of the manager of the Site Technical Services Section, Customer and Technical Support Center.

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to graduation from an accredited four year college or university with a bachelor's degree in a field of study directly related to the industry being regulated such as engineering, architecture, urban planning, biological or environmental science, public administration, law enforcement, legal studies or a related field; plus two years of progressively more responsible complaint resolution and/or code enforcement experience in the industry being regulated.

CERTIFICATES AND LICENSES REQUIRED:
  • Driver's License (Required upon hire)
  • VDHCD Permit Technician Certification (required within 18 months)
  • DEQ - DUAL Program Administrator certification - completion of first required training class within 12 months of hire and certification required within 12 months of date of completion of first required class

SPECIAL REQUIREMENTS:
The appointee to the position will be required to complete a criminal background and driving record check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:
  • Working knowledge of Fairfax County land development process.
  • Experience in reading, interpreting, and appropriately applying complex land development codes and regulations.
  • Working knowledge of the Plan and Waivers System (PAWS), Fairfax Inspections Database Online (FIDO), Zoning and Planning System (ZAPS), Site Inspections 2000 (Si2K), and FOCUS.
  • Experience managing a team of administrative and paraprofessional staff in a fast-paced, customer service-oriented environment.
  • Strong written and verbal communication skills.
  • Demonstrated ability and experience in making critical, time-sensitive decisions.

PHYSICAL REQUIREMENTS:
Ability to pick up large sets of plans up to 50 pounds and operate computer driven equipment. Position requires incumbent to be mobile with periods requiring sedentary tasks. All duties performed with or without reasonable accommodations.
