You will serve as a Supervisory Accountant in the Direct Cite and Reimbursement Branch 2, Accounting Division, Financial Management Office, of NAVAL FACILITIES ENG COMMAND ATLANTIC.

Responsibilities

  • You will be responsible for financial consulting and advisory services, general ledger accounting operations for NAVFAC and its components, attending meetings providing financial expertise and advise.
  • You will directly supervise a staff of approximately 10-15 accountants and financial management analysts, including planning and approving workload, employee performance reviews, and selections of employees.
  • You will establish priorities to balance and complete work demands, anticipating and overcoming obstacles.
  • You will resolve complex issues with appropriation status reports.
  • You will apply regulations, related laws, and statutes as they apply to accounting policies, precedents, goals, objectives and guidelines for financial oversight.
  • You will plan, develop, implement and evaluate the performance of a wide range of complex financial programs and procedures, applying a high level of sound, independent judgement in the solution of financial problems.
  • You will ensure funding thresholds are upheld in order to avoid Anti-deficiency Act violations.
  • You will coordinate the Command Financial Program, reviewing and ensuring the accuracy and propriety of costs for projects such as cost plus awards and specific reviews of financial matters associated with competitively bid contracts.
  • You will be responsible for the execution of financial reviews for commitments, obligations and expenditures to aid in making proper management decisions.
  • You will correspond with client commands, lateral and higher levels of authority, to resolve complex funding issues.

  • You will be required to obtain and maintain an interim and/or final secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • This position may require occasional travel from normal duty station. You must be able to travel on military and commercial aircraft.
  • You may be required to work overtime depending on workload.


Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing duties such as: 1) Utilize DoN/DoD financial and cost accounting systems(i.e., Facility Information System (FIS), Standardized Accounting and Reporting System - Field Level (STARS-FL), etc.) for financial management and funds administration; 2) Analyzing financial data from multiple sources associated with fund(s) administration; 3) Conducting unliquidated obligations reviews (ULO) for closeout or validation purposes; 4)Conducting cost accounting evaluations to determine accuracy and propriety of cost claimed by contractors on competitively bid contracts; 5) Reviewing, or assisting in the review of organizational level financial reporting, ensuring accuracy and reconciliation with financial system source data; 6) Acting as a mentor/advisor to lower grade Accountants and Financial Technicians to motivate, train and assist in their professional development.

Education

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess the following:
  • Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")
    OR
  • Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
  • Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
  • A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
  • Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
