Summary

A successful candidate in this position will supervise the Macroeconomic Analysis Team and is responsible for overseeing; directing and performing impartial economic research and analysis projects pertaining to macroeconomic inputs and analysis and macroeconomic components of the U.S. energy Information Administration's (EIA) energy modeling systems.

Responsibilities

This position is located within the U.S. Department of Energy (DOE), U.S. Energy Information Administration (EIA), Office of Energy Markets & Financial Analysis, in the Macroeconomic Analysis Team.

As a Supervisory Economist, you will:
  • Evaluate impacts of changing energy market conditions, technologies, and polices on the macroeconomic. Documents study purposes, methods, assumptions, and conclusions, and briefs high-level officials. Perform parametric analysis of subjects to understand interrelationships between macroeconomic components of the economy in order to obtain sound, authoritative economic analyses.
  • Collaborate in and coordinate with macroeconomic forecasting and analysis operations associated with the National Energy Modeling System (NEMS), a critical link in analyzing interactions of energy markets with both the mid and longer run.
  • Develop new analytical techniques and significant refinements to existing techniques and applies these techniques in new, innovative and pioneering ways.
  • Originate new programs, techniques, studies and approaches in assigned subject areas: Analyze innovative ways to implement new or revised policies and policy options and advise high level managers of positive and negative effects of the different policies and policy options.
  • Develop budget and create resource plans to manage ongoing operations, develop and improve data publications and produce analytic studies. Ensure that U.S. Energy Information Administration's (EIA) strategic plan, mission, vision and values are communicated to employees; adjust work as needed according to priorities; provide advice on work methods and practices.

Qualifications

BASIC REQUIREMENTS:

Degree: economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.

OR

Combination of education and experience: courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education.

You must meet either "Specialized Experience" and/or "Education" to qualify for this position as described below.

SPECIALIZED EXPERIENCE REQUIREMENTS: Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.

A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the GS-14 grade level in the Federal service. Specialized experience for this position is defined as:
Experience developing and managing an organization's national or international statistics; communicating results of statistical analysis with the public in various forms of media; and representing an organizations international interests to international organizations.

Education cannot be substituted for specialized experience at the GS-15 grade level.

  • Expertise in the economic modeling methodologies available, their advantages, and limitations. Experience in using macroeconomic forecasting models, including computable general equilibrium as well as econometrically estimated modeling techniques.

  • Ability synthesize highly complex and voluminous materials, and to present complex ideas, conclusions and recommendations persuasively and effectively, both orally and in writing, especially so they may be understood by non-specialists. (Frequently policy-making officials at the Federal and state levels-and influential private sector participants in the policy process).
  • Ability to originate new ideas, projects, studies, and methodologies for use in own work and for other Analysts to follow.
  • Superior ability to work with and motivate a highly technical staff.
