Summary

This position is located at Commander, Navy Region, Mid-Atlantic, Fleet Readiness Department at JEB Little Creek-Fort Story Library, Virginia Beach, VA. The purpose of this position is to perform front desk duties and assistance with customer service in the library.

Responsibilities

MAJOR DUTIES AND RESPONSIBILITIES:

Greets and ensures that each patron is signed in at the facility. Assigns computer usage, and answers phone questions for information.

Responds to routine and non-technical requests for information and questions to identify or locate material to include the on-line catalog system. Incumbent makes themselves aware of planned and anticipated activities in order to respond to inquiries at activities which relieve the Library Technician of involvement in routine matters which would detract from the Technician's primary responsibilities.

Checks materials in and re-shelves as required and checks out and registers patrons using an automated circulation system. Compiles weekly overdue reports, calls patrons regarding items overdue and reports findings to supervisor for resolution or action.

Completes monthly and quarterly usage reports, fire hazard check off sheets and daily maintenance schedules.

Reports high circulation items which are in poor condition or missing to supervisor. Removes books or items from the book drop daily, checks them into the system and re-shelves as necessary.

Promotes and assists with library services such as the Summer Reading Program, Story time, and makes reservations for library conference rooms.

Sorts mail when received and checks magazines and newspapers as necessary. Destroys out of date paraphernalia as necessary.

Assists with interlibrary loan requests.

Assists patrons using computers, copier and other library equipment.

Informs librarian when supplies are getting low and need reordering.

Ensures cleanliness of building by light dusting and normal housekeeping ensuring trash is emptied in and around building as necessary.

Perform other duties as assigned.

QUALIFICATIONS REQUIRED FOR THE POSITION:

1 year of general work experience that would enable the incumbent to perform the duties of the position described above as well as have knowledge of the principles of concepts of the department and how the library is part of the leisure recreation for customers.

CONDITIONS OF EMPLOYMENT:
  • As a position of trust and ITII position, employment is conditional on the successful completion of an Access National Agency Check (ANACI).
  • Must possess and maintain a current driver's license, as travel may be required in a government vehicle to and from both libraries assigned.
  • Must have the ability to learn library cataloging system.

Specialized experience must demonstrate the following:

FACTOR 1. KNOWLEDGE REQUIRED BY TH EPOSITION

Must possess a welcoming manner and positive attitude; demonstrate effective communications skills to professionally interact with customers.

FACTOR 2. SUPERVISORY CONTROLS

Incumbent works under the general supervision of the Librarian/library technician who assigns tasks, sets priorities and deadlines. Recurring assignments are carried out independently without specific instructions. Situations involving unfamiliar problems not covered by instructions are referred to the supervisor for resolution.

Completed assignments are reviewed to assure that work practices, techniques, records, other functions are technically accurate and in compliance with instructions.

FACTOR 3. GUIDELINES

Guidelines include CNIC Policies, DOD/DON directives, SECNAVINST and correspondence manual. All established programs and policies are based on generally accepted procedures and are sufficiently detailed to enable the incumbent to carry out duties without further instruction. Incumbent is expected to perform daily work on own initiative and carry out assignments in accordance with DOD and Navy Regulations. The supervisor will provide suggestions for handling unusual situations.

FACTOR 4. COMPLEXITY

The work involves performing a full range of library administrative, clerical and procedural duties for leisure recreation for the customer base in support of the library. Assignments cover a number of tasks for which the incumbent assists library staff to ensure efficient and effective use and operation of the services and resources.

FACTOR 5. SCOPE AND EFFECT

The purpose of the work is to provide library recreational services. The work directly contributes to the military members, retirees, civilians and family members quality of life for recreation and contributes to job satisfaction.

FACTOR 6. CONTACTS

Personal contacts are primarily with patrons, staff and MWR admin staff.

FACTOR 7. PURPOSE OF CONTACTS

Contacts are made to coordinate and/or obtain information relating to library operations.

FACTOR 8. PHYSICAL DEMANDS

Work is primarily sedentary although some moderate physical activity is involved in pushing carts with books for re-shelving and lifting up to 20 lbs. Considerable reaching and stooping to re-shelve books may be required.

FACTOR 9. WORK ENVIRONMENT

The work is performed in a office setting within the Library which is usually well lighted and ventilated.

You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
