If not already a member of the SES serving under a career appointment, the individual selected must have his/her executive qualifications certified by a Qualifications Review Board of the Office of Personnel Management before appointment to this position, and will be required to serve a one-year probationary period in this position. Responsibilities

As a CHIEF RESOURCES DEFENSE AND INTERNATIONAL BRANCH, some of your typical work assignments may include:

Under the general supervision of the Assistant Director for Legislative Reference. The Branch Chief: supervises a staff of legislative analysts and is responsible for the management and oversight of the legislative coordination and clearance process for all issues falling within the Resources-Defense-International Branch - one of three branches of the Legislative Reference Division. The portfolio of the branch includes legislation affecting the Departments of Defense, State, the Interior, Agriculture, Energy, the Environmental Protection Agency, U.S. Army Corps of Engineers, and other Executive Branch agencies. More specifically, the Branch Chief:
  • Leads and supervises a staff of legislative analysts in the coordination and clearance within the Executive Branch of: (1) legislative proposals transmitted to the Congress by the President and Executive departments and agencies; (2) letters and testimony presented by Executive Branch officials to the Congress and its committees concerning proposed and pending legislation; and (3) Statements of Administration Policy that are transmitted by the Office of Management and Budget (OMB) to the House and Senate prior to floor action on legislation.
  • Leads legislative analysts in the detailed analysis of complex legislation and the preparation of memoranda to the President on bills that have been presented to him for approval. Where appropriate, manages the production and clearance of Presidential signing statements and veto messages on these bills.
  • May act for the Assistant Director for Legislative Reference when necessary in the direction of the analysis of legislation, examination of enrolled bills, and other activities of the division.
  • Acts for OMB and LRD as a liaison officer between OMB and Executive Branch departments and agencies. The Branch Chief handles, to the greatest extent possible, such legislative liaison responsibilities for OMB except for appropriation bills.
  • Works with the White House staff and other elements of the Executive Office of the President on matters.

MANDATORY TECHNICAL QUALIFICATIONS (MTQs): All applicants must submit written statements (narrative or bullet format acceptable) of accomplishments that would satisfy the technical qualifications. You must address each technical qualification separately. You are required to respond to all technical qualifications. Failure to do so will result in an incomplete application and you will be rated as 'ineligible.'
  • Experience in, or demonstrated potential for, leading teams and/or managing and developing a professional staff to achieve timely, effective, and high quality results.
  • Demonstrated ability to communicate concisely and effectively with senior policy officials, both orally and in writing, particularly in support of policy processes that often involve short time frames.
  • Ability to independently manage and direct coordination and clearance actions on a large volume of complex legislation; to facilitate resolution of divergent agency views; to edit a large volume of material that OMB prepares for consideration of the President and the Congress; and to schedule work so that deadlines are successfully met.
  • Knowledge and experience in the legislative process, and with Congressional procedures, including committee organizations and operations. Knowledge of programs assigned to the branch is desirable.
  • Demonstrated ability in public policy analysis of government programs. Such ability includes proven capacity to identify issues, establish priorities, and propose alternatives that are workable and show a sensitive understanding of the U.S. government system.
  • MANDATORY EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Mandatory Technical Qualification Requirements listed above, all new entrants into the SES under a career appointment will be assessed for executive competency against the following five mandatory executive core qualifications.

    If you do not submit a separate statement addressing the ECQs and MTQs, you will not receive consideration for the position.

    Note: If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs. Instead, you should attach proof (e.g., SF-50, Certificate of Completion of SESCDP) of your eligibility for appointment to the SES.

    The following Fundamental Competencies are cross-cutting and should be addressed over the course of your ECQ narrative. It is not necessary to address them directly as long as the narrative, in its totality, shows mastery of the competencies on the whole. The competencies are: Interpersonal Skills; Oral Communications; Continual Learning; Written Communication; Integrity/Honesty; and Public Service Motivation.
  • Leading Change - This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.
  • Leading People - This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.
  • Results Driven - This core qualification involves the ability to meet organization goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.
  • Business Acumen - This core qualification involves the ability to manage human, financial, and information resources strategically.
  • Building Coalitions/Communications - This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

    How You Will Be Evaluated

    You will be evaluated for this job based on how well you meet the qualifications above.

    The Office of Administration's Human Resources Management Division will review all applications to determine if applicants meet the mandatory professional/technical qualifications of this position and the SES ECQs. Those who meet the qualifications will be referred to a panel of SES members for rating and ranking to determine the "best qualified" candidates. The panel may conduct interviews with the top candidates and then make a recommendation to the selecting official about the top candidates that he/she should interview.

    Once a selection is made, the selectee's application will be forwarded to the Office of Personnel Management (OPM) for approval by an OPM independent Qualifications Review Board, unless the selectee is a current SES executive or has successfully participated in an OPM approved SES Candidate Development Program.
