This position is located in Health Resources and Services Administration (HRSA), Office of Federal Assistance Management (OFAM), Division of Grants Management Operations (DGMO), Health Center Branch (HCB). The duty location for this position is Rockville, MD.

Responsibilities

This entry level positions will provide a successful candidate with formal and on-the-job training in federal grants management. The ideal candidate will have the ability to review financial documents, perform cost analyses; and evaluate, interpret and apply rules, regulations and policies. In addition, they must be highly motivated, have strong organizational and multi-tasking skills, as well as excellent oral and communication skills.

As a Grants Management Specialist trainee, you will perform developmental assignments that included formal and informal training designed to teach you perform the full range of duties for federal grants and cooperative agreements.

Such duties include:
  • Interpreting and applying grant laws, regulations, policies and procedures for specific programs and situations.
  • Providing technical guidance to grantees.
  • Performing assigned grant functions involving review, coordination, monitoring, and the provision of general technical assistance.
  • Conducting routine cost analyses and review of grant applications.

In order to qualify for this GS-07 Grants Management Specialist position,your resume must clearly demonstrate that you have one full year of specialized experience comparable in difficulty and responsibility to at least the GS-05 level in the federal service. Examples of qualifying experience include the following types of tasks performed on a regular and recurring basis: analyzing financial information to monitor overall financial status of operations and makes strategically based decisions; providing basic guidance concerning statutes, regulations, policies, and procedures related to budgets, contracts or grants; and researching and analyzing regulations, policies, and procedures to provide a range of financial services.
OR
Have completed one full year of graduate level education in a related field.

OR
Have a Bachelor's Degree AND meet the requirements of Superior Academic Achievement (SAA). SAA is based on (1) class standing, (2) grade-point average, or (3) honor society membership. Class standing -- Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses. Grade-point average (G.P.A.)-- Applicants must have a grade-point average of: 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum;

OR
Have a combination of post baccalaureate education and experience that meets 100% of the qualification requirements for this position.

In order to qualify for this GS-09 Grants Management Specialist position,your resume must clearly demonstrate that you have one full year of specialized experience comparable in difficulty and responsibility to at least the GS-07 level in the federal service. Examples of qualifying experience include the following types of tasks performed on a regular and recurring basis: conducting financial analyses of grants or cooperative agreements; providing technical assistance to stakeholders on grants or cooperative agreements; and reviewing grant applications to ensure accuracy completeness and compliance with applicable laws and regulations.

OR
Have a master's or equivalent (LL.B. or J.D.) graduate degree in a related field, or, two (2) full years of progressively higher level graduate education leading to such a degree.

OR
Have a combination of post baccalaureate education and experience that meets 100% of the qualification requirements for this position.

Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

Current status candidates must meet Time-in-Grade (TIG) by the closing date of this announcement. To allow us to verify that you meet TIG requirements, provide any of the following SF-50s:
  • Competitive or Career-ladder promotion to your highest grade (this does not include 120 day temporary promotions)
  • With-In-Grade (WGI) increase at your highest grade (this does not include quality step increases (QSIs)
  • Competitive career/career-conditional appointment to your highest grade.
  • SF-50 at your highest grade held, that is at least one year older than the announcement closing date of 06/14/2019.
