Summary

This position is located in the Office of Safety Technologies, Office of Safety, Federal Highway Administration, Washington, DC. The incumbent serves as a civil engineer and provides advice to Safety Leadership on highway safety programs and the Federal-aid process. The incumbent serves as an expert in identifying, developing and delivering safety as part of the overall Federal-aid project development process to reduce the number and severity of highway crashes.

Responsibilities

As a Civil Engineer (Highway) you will:
  • Serve as expert in providing technical, programmatic, engineering and policy assistance to FHWA headquarters program offices, FHWA field offices, State, local and tribal agencies, and other internal and external customers.
  • Identify, plan, and implement broad national initiatives based on new or revised legislation, regulation and policy and leads the development and implementation of programs for outreach and public information.
  • Develop and maintain a knowledge of the Federal-aid Highway Program including the requirements of each major funding program.
  • Develop a broad understanding of the project development process for a wide range of Federal-aid project types including pavement maintenance, 3R (resurfacing, restoration, and rehabilitation), reconstruction, and new construction.
  • Lead national and interagency initiatives to improve the practice of considering and incorporating safety into the project development process for State and local agencies, tribal governments, and the public.
  • Provide engineering, technical and policy responses to inquiries from FHWA headquarters program offices, FHWA field offices, other Federal agencies, State and local agencies, the public, Congress and industry.
  • Develop and maintain professional networks and relationships necessary to coordinate, and partner with FHWA headquarter offices, the FHWA Field Offices, the FHWA Technical Services Team, the American Association of State Highway and Transportation Officials, State and local agencies, professional organizations, academia, non-governmental organizations, and other Federal agencies.
  • Develop and advance a multi-year program of activities in support of achieving the goals of the roadway departure and roadside design programs.

The ideal candidate for this position will have experience in and a broad knowledge of the Federal-aid Highway Program, project development decision-making, and safety practices as they relate to a wide variety of project and program types and will be able to and provide outreach and assistance in integrating safety more fully across all Federal-aid programs and projects.

Qualifications

To meet the minimum qualifications for this position, you must (1) meet the Education Requirement for the series, (2) provide a copy of transcripts for verification, AND (3) meet either the specialized requirements.

To qualify for the GS-13, you must have at least one year of experience equal or equivalent to the GS-12, it must include:
  • Experience in coordinating with Federal, State, or local agencies in the development and implementation of standards, policies, and procedures to improve and implement highway safety programs.
  • Experience applying engineering principles and practices as they relate to highway improvement projects.

To qualify for the GS-14, you must have at least one year of experience equal or equivalent to the GS-13, it must include:
  • Experience in coordinating with Federal, State, or local agencies in the development and implementation of standards, policies, and procedures to improve and implement highway safety programs.
  • Experience identifying, evaluating, analyzing, addressing, and/or solving transportation related (e.g. highway) safety issues.
  • Experience applying engineering principles and practices as they relate to highway improvement projects.


Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

MANDATORY EDUCATION REQUIREMENTS:

All applicants must meet one of the following requirements to qualify for consideration for an engineering position:

A. Successful completion of a degree in engineering that: (1) has at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) that included differential and integral calculus and courses (more advanced that first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials; (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials; and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics; OR

B. Combination of education or training: college level education, training and/or technical experience that has furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.

The adequacy of such background must be demonstrated by one of the following:
1. Professional registration or licensure - current registration as an Engineer Intern (EI), engineer in Training (EIT), or licensure as a Professional Engineer (PE).
2. Written Test - Evidence of having successfully passed the Fundamentals of Engineering (FE) examination, or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.
3. Specified academic courses - Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences which included the courses as specified in Paragraph A above.
4. Related curriculum - Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. There should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering type experience. This must be clearly described in your resume.
