Responsibilities

This position is a mission critical occupation for SAMHSA. The position is responsible for ensuring that operational and fiscal activities align with and enable accomplishment of Substance Abuse and Mental Health Services Administration's mission, goals and objectives.

As a Management Analyst (HR Liaison), you will evaluate the overall effectiveness and statutory/regulatory compliance of the SAMHSA delegated human resources program and policies. You will review major functional areas of the SAMHSA human resources program, such as staffing, classification, employee benefits, performance management, employee relations, etc. to assess effectiveness in contributing to the accomplishment of the mission of SAMHSA and to ensure all programs are conducted in full compliance with applicable law, regulation, and departmental guidance and serve as a focal point for all administrative tasks and activities related to budget and financial management, travel, procurement in support of SAMHSA's administrative operations.

Specifically, you will:
  • Design, plan, and conduct agency-wide evaluations to determine the effectiveness of human resources programs in supporting the accomplishment of the SAMHSA's mission, and the extent to which human resources programs comply with Federal law, regulations, and Departmental guidance. Programs evaluated include all aspects of a comprehensive human resources operation having an agency-wide impact including, but not limited to, recruiting, staffing, classification, position management, performance management, employee relations, employee benefits, and personnel action processing.
  • Manage various Agency programs including auditing and evaluation of all delegating examining and merit promotion casefiles, and also assists the human capital branch with performance management.
  • Participate in operational planning with top level management and key operating officials, for the purpose of ascertaining the effect of proposed changes. Orient and promote an understanding and appreciation in staff officials, operating officials, and supervisors of their responsibilities for human resources management.
  • Continually appraise the human resources program by such means as operating official, supervisor and employee contacts, analyses of statistical data, etc., to ascertain that desired results are being realized, and if necessary, effects changes and improvements.

Qualifications

THESE QUALIFICATION REQUIREMENTS MUST BE MET BY THE CLOSING DATE: 06/14/2019

To qualify for this Management Analyst (HR Liaison) position at the GS-14 level, your resume must clearly demonstrate that you have one full year of specialized experience comparable in difficulty and responsibility to at least the GS-13 level in the Federal service. Examples of qualifying experience include the following types of tasks performed on a regular and recurring basis: Providing consultative leadership in management and administrative policies, objectives, standards and procedures concerning management improvement activities; Reviewing, coordinating, managing and developing recommendations on the conduct of ongoing Human Resources programs to improve their effectiveness and operation.

Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

Current status candidates must meet Time-in-Grade (TIG) by the closing date of this announcement. To allow us to verify that you meet TIG requirements, provide any of the following SF-50s:
  • Competitive or Career-ladder promotion to your highest grade (this does not include 120 day temporary promotions)
  • With-In-Grade (WGI) increase at your highest grade (this does not include quality step increases (QSIs)
  • Competitive career/career-conditional appointment to your highest grade.
  • SF-50 at your highest grade held, that is at least one year older than the announcement closing date of 06/14/2019.

Current year pay adjustments are not acceptable for verifying TIG (ex. 2019 general increases cannot be used to verify TIG).
