Summary

This position is part of the National Archives and Records Administration, Office of the Archivist of the United States. As the Director, Equal Employment Opportunity Office, you will report directly to the Archivist of the United States. The Director is the principal advisor to the Archivist regarding all EEO issues and matters of concern and is responsible for the leadership and oversight of the Agency EEO program.

Responsibilities

As a Director, Equal Employment Opportunity Office, you will:
  • Be responsible for the leadership and oversight of the Agency EEO program. Exercise responsibility for planning, developing, implementing, administering, monitoring and evaluating a comprehensive proactive, nationwide EEO Program for the National Archives and Records Administration.
  • Serve as a professional advisor to the Archivist of the United States and other high-level NARA managers in the development and execution of all facets of NARA's operating EEO Program.
  • Conduct studies and analyses of management practices, organizational structures, employment patterns, progression within specific career fields, etc., to determine their impact on equal employment opportunity and upward mobility goals.
  • Recommend changes to programs and procedures designed to eliminate practices which act as barriers to the hiring and advancement of women, minorities, and persons with disabilities, with the goal of improving NARA's overall EEO program.
  • Ensure that NARA programs are developed and implemented to provide continuing services to staff at all levels, concentrating on systemic problems as well as those of an individual nature.
  • Advise the Archivist and Deputy Archivist of the United States on a quarterly basis, concerning the status of employment opportunity throughout NARA.

The experience may have been gained in either the public, private sector or volunteer service . One year of experience refers to full-time work; part-time work is considered on a prorated basis.   • Qualifications

    You must meet the following requirements within 30 days of the closing date of this announcement.

    Specialized Experience for the GS-15: You must have one year of experience at the GS-14 level, or equivalent in other public or private sections, that is directly related to the position as listed above and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position is defined as:
    1. Supervising or leading an Equal Employment Opportunity (EEO) program (ex: EEO complaint process).; AND
    2. Utilizing Equal Employment Opportunity concepts, laws, regulations, and policies, sufficient to provide advice and guidance to management relative to incorporating Equal Employment Opportunity program strategies into strategic direction and operational processes.; AND
    3. Proposing and implementing solutions/strategies for program improvement to assure the continuing effectiveness of activities in support of an agency's mission.

    In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-15, you must have been at the GS-14 level for 52 weeks.
