Summary

This position is located in the Office of Information Technology (OIT), Account Management Office (AMO), the Incumbent is responsible for managing one or more of AMO's VHA functional area portfolios, among which may be Pharmacy, Caregivers Program, Research, Suicide Prevention, Homelessness, Home Telehealth, Health Informatics Clinical Operations, Vista Legacy, and/or Care in the Community, among others.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required.

Major Duties:
  • Directs or facilitates intake and prioritization of customer organization requests; determines the cause or nature of customer problems.
  • Engages with customer officials and other high-level stakeholders to explain and justify recommended courses of action, including in cases where the given parties may not be predisposed to such recommendations.
  • Collaborates with the customer to identify and develop organizational and resource synergies while striving to limit redundancy and/or turf-oriented prerogatives.
  • Develops or directs the development of complex IT dashboards covering the assigned portfolios.
  • Acts as liaison between the Department and oversight agencies or bodies-e.g. Office of Management and Budget (OMB), Government Accountability Office (GAO), VA Office of Inspector General (OIG)-on matters related to assigned portfolios.

Selective Placement Factor: This position includes a skill, knowledge, ability or other worker characteristic basic to -and essential for- satisfactory performance of the job. The Selective Placement Factor for this position is: Experience with top-level technical and organizational troubleshooting, internal communications, and customer advocacy within a complex Information Technology (IT) organization of nationwide reach and scope.

GS-15 grade level: One year of specialized experience (equivalent to the GS-14 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization.
Specialized experience includes: Experience leading the interface with customer organizations and business lines, ensuring that IT resources are aligned with customer strategic objectives, goals, and priorities; that customers receive prompt support in resolving their day-do-day IT operational issues; and that their business processes and problem areas are understood by relevant IT executives, managers, and technical experts; reaches deep into customer organizations as well as relevant IT divisions to resolve situations that involve high stress and/or extremely tight deadlines due to critical system failures or comparable issues.

Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

There is no educational substitution for the GS-15 level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
