Responsibilities

Office Overview

This position is located in the Office of the Under Secretary and Director, United States Patent and Trademark Office (USPTO).

The individual selected for this position will...
  • Serve as an expert writer and editor for a variety of important USPTO reports, papers, documents, presentations, messages, correspondence, etc. in support of the Under Secretary, Deputy Under Secretary, and their designee.
  • Perform extensive research to acquire, analyze and prepare written material associated with major USPTO programs, projects, initiatives, and accomplishments.
  • Collaborate with the Under Secretary/Deputy Under Secretary, their top advisors, and Business Unit management officials to collect, organize, and prioritize information for use in drafting specialized reports, managing the vetting of reports with key USPTO managers and stakeholders for review and concurrence, and preparing finalized documents for publication and distribution.
  • Assist the Office of Education & Outreach with editing and coordinating presentations and handouts and clearing publications through the Solicitor's office and the Office of the Chief Communications Officer.
  • Develop written procedures for use by USTPO staff participating in the planning and administration of events and ensures effective direction and oversight.

Qualifications

You must meet the following United States Office of Personnel Management's (OPM) qualification requirements for the advertised position. Specialized Experience: is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service.

GS-12

Candidates for the GS-12 grade level must have at least 52 weeks of specialized experience equivalent to the (GS-11) grade level in the Federal service.

Specialized experience for this position includes the following:

Skill Set 1 - Experience developing and editing written materials and proofing the work of others for grammatical errors.

Skill Set 2 - Experience using Plain Language/Writing in drafting user guides, manuals, or publications.

Skill Set 3 - Experience using written communications, to improve existing communications for an organization.

GS-13

Candidates for the GS-13 grade level must have at least 52 weeks of specialized experience equivalent to the (GS-12) grade level in the Federal service.

Specialized experience for this position includes the following:

Skill Set 1 - Experience planning, developing and editing written materials for a variety of audiences following a widely used style guide, such as the Chicago Manual of Style or Associated Press Stylebook, and proofing the work of others for grammatical errors.

Skill Set 2 - Experience using Plain Language/Writing in drafting user guides, manuals, or publications and creating specialized reports and preparing document for publication and distribution.

Skill Set 3 - Experience analyzing data, written communication, or web publishing data to implement new written communication approaches and methods in order to enhance public understanding of complex information and present a consistent message both internally and externally for an organization.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Education can not be substituted for experience for this position at the GS-12 and GS-13 grade levels.

You will be evaluated for this job based on how well you meet the qualifications above.
