Summary

This position is located at the United States Agency for Global Media (USAGM), Office of the Chief Information Officer. The incumbent serves as a Chief Information Technology Architecture Specialist and work involves the Enterprise Architecture Governance, analysis, planning, design implementation, documentation, risk management, assessments, and requirements for IT service continuity capabilities.

Responsibilities

Duties include, but are not limited to:

-Develop reference models of the enterprise and maintain the information in the IT repository.
-Develop policies and principles to guide technology decisions for the enterprise architecture.
-Identify opportunities to improve enterprise-level systems, supporting business processes and using emerging technologies.
-Provide enterprise architecture guidance, support, and coordination to customers and IT project teams.
-Ensure the rigorous application of information security/information assurance policies, principles, and practices to all new future state components projected for integration into the enterprise architecture.
-Develop policies, plans, and strategies that modify the IT infrastructure, while supporting short and long range agency goals, objectives, and plans.
-Oversees the agency's IT/IS/Cloud or share services investments that will support the agency's Emergency/Business Continuity & Disaster Recovery Management program, planning and compliance activities.

Qualifications

Applicants must have one year of specialized experience which is directly related to this line of work AND IT related experience demonstrating the four competencies listed:

1. Attention to Detail - Meticulous; thoroughly reviews and proofreads various IT related data/information; dedicates focus to accomplish tasks that are complete, precise and accurate to a given IT situation.

2. Customer Service - Works with clients and customers (that is, anyone who uses or receives the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.

3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives and to make recommendations.

Specialized experience: Applicants must posses one (1) year of specialized experience at the GS-13 grade level in the federal government or equivalent experience in the private sector. Specialized experience is experience that has equipped the applicant with the particular knowledge, skills and abilities to successfully perform the duties of the position which is in or directly related to the position. Examples of specialized experience are:

-Expert knowledge of Federal agency's information technology for enterprise data architecture and software management in order to lead working groups and monitor development of work flow;
-Expert knowledge of standards and principles to resolve issues in a professional manner;
-Led data transformation efforts from legacy to new and alternative technologies;
-Advanced knowledge of cloud-based data strategies, NoSQL, SQL, Data Warehouse, ETL, Business Intelligence and Analytics tool.

4. If selected you will subject to a security investigation to establish your suitability for federal employment. The security investigation will include, among other aspects, a review of your credit and legal history.
5. All qualification requirements must be met by the closing date of this announcement.
