Summary

This position is located in the Finance Administration and Operations Directorate, Conservation Biological Institute, National Zoological Park (NZP), Smithsonian Institution (SI). The employee is responsible for overall facilities management planning, development of exhibitions, facility modification/construction operations and activities.

Responsibilities

  • Analyzes and evaluates (on a quantitative or qualitative basis) the effectiveness of financial management programs, systems, and operations in meeting established goals and objectives.
  • Reconciles accounts with manual and computer subsidiary accounts to the Office of Finance and Accounting official accounting reports in ERP.
  • Reviews all procurement requests to assure clarity, adequacy, completeness and timelines and ensures compliance with SI policy and federal procurement regulations. Establishes measurement systems to effectively identify and quantify the level of services and organizational performance. Identifies and resolves all discrepancies. Approves procurements for purchases or services up to $25,000.
  • Presents written and oral solutions and recommendations. Develops and presents status reports or response materials for the Budget Officer or higher-level attention, for review or signature.

Qualifications

Experience:

You qualify for this position if you have one year of specialized experience equivalent to at least the GS-9 level in the Federal Service or comparable pay band system. For this position Specialized experience is defined as performing a wide variety of administrative, analytical, and technical duties connected with the formulation, justification, and execution of budgets; performing budget administration duties for funds accounts including salaries and expenses; and providing written and oral guidance on purchasing, contracting and travel regulations, policy and procedures.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Part-time and/or unpaid experience related to this position will be considered to determine the total number of years and months of experience. Be sure to note the number of paid or unpaid hours worked each week.

Ph.D. or equivalent doctoral degree

or

3 full years of progressively higher level graduate education leading to such a degree

or

LL.M., if related

Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.

One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement.

Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended.

You will be evaluated for this job based on how well you meet the qualifications above.

  • Ability to organize, monitor and analyze financial data and records in order to reconcile reports, resolve discrepancies, and prepare reports.
