This is a Rotational Analyst position located within the Department of Financial and Portfolio Management (DFPM), Credit Policy (CP). The incumbent supports Credit Policy staff, and potentially other divisions in DFPM, in the credit review of complex international project loans.   • Performs initial credit review of packages submitted by origination officers under the guidance of Credit Policy staff.
  • Reviews draft loan agreements to ensure consistency with approved term sheets.
  • Drafts comments for the Investment Committee and other stakeholders.
  • Conducts research on topics related to OPIC transactions and portfolio risk.
  • May assist other divisions in DFPM with monitoring and analysis tasks.

Eligibility Requirements:
In order to be eligible for the Pathways Recent Graduates Program, the following qualifications must be met:
  • Be a U.S. citizen;
  • Possess a qualifying associate's, bachelor's, master's professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution, within the previous 2 years.

Veterans: If you are a veteran, as defined in 5 U.S.C. 2108, who, due to military service obligation, was precluded from applying to the Recent Graduates Program during any portion of the 2-year eligibility period, you shall have a full 2-year period of eligibility upon your release or discharge from active duty. In no event, however, may your eligibility period extend beyond 6 years from the date on which you completed the requirements of an academic course of study.

For the GS-9: Applicants must possess one year of specialized experience equivalent to the GS-7 grade level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience includes but is not limited to working with financing concepts, principles, techniques, and practices, especially as they relate to international project financing and credit analysis; experience working with credit analysis, including financial statement analysis, credit investigation, and industry and country analysis; and experience conducting qualitative and/or quantitative analysis.

Substitution of Education: Applicants may substitute two years of graduate study (36 semester hours, or 54 quarter hours of graduate level coursework) or a Master's degree from an accredited college or university, with a concentration of coursework in a related field (e.g. Corporate Finance, Accounting, Economics, International Affairs, Business, etc.).

Combination of Education and Experience: Applicants may substitute an equivalent combination of specialized experience and education as described above. (For example, six months of specialized experience and one and a half years of graduate study, i.e. 27 semester hours or 41 quarter hours of graduate coursework as described above.)

Telework Suitability:

The duties of this position are suitable for occasional telework and the selectee may be allowed to telework with supervisor approval and if they meet the eligibility criterion in the 2010 Telework Act .

Stipulations of Employment:

Appointees must sign a Participant Agreement that sets forth the expectations for the Pathways Program.

The duration of an excepted service appointment in the Pathways Program is a trial period.

Appointment under the Recent Graduates Program as a Rotational Analyst with the Overseas Private Investment Corporation may not exceed 2 years. Appointees may be non-competitively converted to the competitive service after successful completion of two years of continuous service, in addition to all of the requirements of the Recent Graduates Program.

This position allows for a flexible work schedule.


If converted to a permanent or term appointment the intended targeted position will be Credit Policy Officer, GS-1101-09, FPL 14, although, the position and FPL may change based on the need of the organization at the time of conversion.

Promotion up to the full performance level may be made without further competition. However, promotion(s) will depend on the performance of the incumbent and are not guaranteed.
