OVERVIEW:

This is a non-status, non-permanent Personal Services Contract (PSC) position. This position does not provide competitive or excepted service status into the civil service.

KEY REQUIREMENTS

  • U.S. Citizenship is required.
  • Must be able to obtain and maintain a Top Secret security clearance.
  • Incumbent will be subject to random drug testing.
  • Verification of employment eligibility in the United States is required.  

TRAVEL REQUIRED: Occasional Travel

  • Occasional domestic and overseas travel may be required

DURATION APPOINTMENT: Temporary Non-Status Position: 1 year renewable for up to 4 years.

SUMMARY: This position is located in the Open Source Intelligence program, Threat Investigations and Analysis Directorate (TIA), Bureau of Diplomatic Security (DS), Department of State (DoS). The program analyzes open source information related to terrorism, political violence and threats directed against Department personnel and facilities.

This is not a telework eligible position.

DUTIES:

  • Provides open source monitoring and analysis, advice, assistance, and support to domestic investigative offices, protection details, protective intelligence offices, intelligence analysis offices, and other external consumers. Duties include researching, compiling, correlating, and interpreting data pertinent to assessments of threats, suspicious and hostile activities, and significant incidents. Utilizes numerous data sets (commercial, law enforcement and USG), specialized tools, and advanced assessment and analytic techniques to identify and analyze open source materials indicating a potential threat to the Department.
  • Develops a variety of open source analytical products in support of consumer's investigative and protective intelligence operations. Identifies and researches requirements, directives, intelligence databases, and various sources to gather, analyze and publish intelligence products information.
  • Provides expert Arabic translation and language knowledge in the planning and execution of open source collection and analysis operations. Prepares and presents written and oral briefings to special agents, Program management, Bureau and Department leadership, and law enforcement, defense, and intelligence partners on significant and complex open source investigative and intelligence issues. Develops and implements new and innovative strategies for gathering open source information or intelligence in support of program priorities.

QUALIFICATIONS REQUIRED:

Applicants must meet all the required qualification requirements, including education, and any selective placement factors described below by the closing date of this announcement.

Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:

  • Experience providing open sources analysis, monitoring for threats or other significant events.
  • Experience translating technical and non-technical Arabic language.   
  • Experience preparing analytical reports related to open source intelligence assessments of threats and suspicious activities.
  • Experience extracting information from databases to identify opportunities to mitigate threats.  

There is no substitute of education for specialized experience for the GS-13 position.

HOW YOU WILL BE EVALUATED

Your qualifications will be evaluated on the following knowledge, skills, abilities (KSAs) and other characteristics that are relevant to the duties of this position and must be fully supported by information in your resume:

  • Expert knowledge and proficiency in Arabic.
  • Knowledge of production of intelligence assessments.
  • Knowledge of foreign language research methodologies
  • Knowledge of English language translation methods
