Minimum Qualifications:

Graduation from an accredited college or university with a Bachelor's degree in Labor Relations, Business Administration, or related field. A minimum of five (5) years performing labor relations research and analytical functions of which at least three (3) years were in a unionized environment.

Or, an equivalent combination of post high school education and eight (8) years of experience in labor relations research and analytical functions of which at least three (3) years were in a unionized environment.

Job Summary/Duties:

This position will provide on-going analytical and strategic support through day to day application, projects and special assignments in areas such as strategic LABR deployment, grievance tracking, and arbitration results analysis. The incumbent may serve in a project management role and be a key contributor in multiple complex LABR projects and initiatives within the Office of Employee and Labor Relations. The incumbent will provide support in the areas of grievance and arbitration processes and execution that lead to quantitative and qualitative analyses related to performance management reporting. Specifically, the incumbent will team with the Labor Professional Staff identifying, collecting, analyzing, abstracting, organizing and maintaining facts and documents associated with union grievances and arbitrations, mediation and collective bargaining, as required. Teams with professional staff in performing complex research and analytical tasks, coordinates all grievance/arbitration logistics including, but not limited to, witnesses, arbitrators, arbitration space, court reporting services, etc. Works interdependently with Union representatives and LABR Director in the creation and maintenance of the LABR Arbitration schedule. Ensures the accuracy and maintenance of the various LABR databases and serves as an expert and overseer of LABR's grievance and arbitration database systems. This is a highly analytical and technical position centered in a confidential environment among high performing professional grievance and arbitration labor relation teams. The incumbent operates under minimal supervision in support of the Office of Employee and Labor Relations Director's strategic initiatives and has considerable latitude for independent judgment and action within their area of expertise.

Collects and analyzes grievance and arbitration performance data to determine and establish data quality and reliability in the grievance and arbitration process. Formulates data gathering protocols for recording, evaluating, and reporting data. Analyzes data gathered and develops solutions or alternative methods of collecting data.

Serves as expert and overseer of LABR's Database Systems. Establishes and reviews procedures for system customization, testing, utilization, performance and reliability. Provides technical leadership and/or specialized technical assistance as well as facilitates the administration, evaluation, and monitoring of the system.

Reads and analyzes grievance cases and assign applicable issue codes and enters data into database. Reads and analyzes arbitration awards for significance and prepares written summaries covering relevant issues.

Provides instruction and training to staff and LABR partners on the operating procedures of Grievance Tracking Systems. Develops, reviews and revises user documentation.

Assists in aggregating and interpreting grievance and arbitration performance data. Effectively summarize quantitative and qualitative analyses into formats appropriate for a range of audiences. Re-configures existing reports as necessary. Collects data to support changes to existing LABR policies and procedures as needed.

Creates, maintains and implements arbitration and mediation schedule/calendar and serve as a liaison to arbitrators, court reporters and advocates in the resolution of scheduling problems, questions and concerns.

Assists in the preparation of response to requests for information and/or request for production of documents and assists in the preparation of pleadings, briefs and related documents to be filed before a Board of Arbitration or equivalent judicial body.

Researches and analyzes internal documents, arbitration decisions, other judicial decisions, collective bargaining agreements, various statutes and policies and procedures to be used as evidence during or in preparation for grievance, arbitration and mediation proceedings.

Analyzes grievance documents by identifying problems such as timeliness and prima facie sufficiency prior to distribution to staff. Timely and accurately input relevant information in the various LABR databases for analytical analysis.

Coordinates and processes from distribution to implementation all grievance grants, settlement agreements and arbitration awards. Prepares and coordinates Authority-wide briefing materials to be presented outside the Office of Employee and Labor Relations.

Formulates and analyzes statistical compilations to enable the LABR Director to exercise strategic direction and control over LABR's strategic vision in line with WMATA's mission.

Formulates, analyzes, audits and administers the LABR budget. Prepares accurate budget forecasts for completion of current and future year capital and operating programs.

Develops fiscal year operational plans and analyses programs and special cost areas such as training, procurement and travel relative to effectiveness and efficiency.

Works closely with Director in the development of systems and procedures to improve LABR administrative management practices. Act as COTR for all procurement activities. Implements CAFÉ's and follows through to receipt and properly inventoried.

Develops, updates and maintains the office standard operating procedures (SOP) manuals. Identifies and asses office procedures to be incorporated into manual.

Prepares and executes the final and annotated contractual language for the Authority's collective bargaining contracts. Prepares in consultation with LABR Director new contract rules/regulations/pilot programs, HR initiatives schedules of all renegotiated contracts and pilot programs.

Develops and implements appropriate control systems and procedures to monitor expenses and to ensure that they do not exceed budgeted authorizations and prepares recommendations to implement controls.

Develops and implements daily, monthly, and quarterly reports on LABR performance as derived from LABR initiatives, databases and negotiations to include statistical summaries, graphic presentations, and narrative interpretations. Identifies trends and recommends possible methods for improving the delivery of service, working with others as appropriate.

Develops and implements administrative controls for the procurement of services, materials, and supplies; Develops procedures for managing administrative inventory levels and expedites procurement actions.
