Specialized Experience Requirement:
For the GS-14: You must have one year specialized experience equivalent to the GS-13 grade level in the Federal service. Specialized experience is defined as majority of the following: Participated and contributed to the development, coordination, and integration of important nationwide fire and aviation resource management program providing leadership and recommendations concerning matters related to technology and equipment program management. Assisted in reviewing performance standards based on emerging technology, social, economic and environmental factors, legislative requirements, and administrative needs.
For the GS-15: You must have one year specialized experience equivalent to the GS-14 grade level in the Federal service. Specialized experience is defined as majority of the following: Developing, coordinating, and integrating important nationwide fire and aviation resource management program providing technical staff leadership, direction, advice and coordination concerning matters related to technology and equipment program management. Review performance standards based on emerging technology, social, economic and environmental factors, legislative requirements, and administrative needs.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. Responsibilities
- Develop policies, procedures, standards, models, and guidelines for resource assessments, information management and the development of sound program/budget proposals.
- Provide complex Project Management proficiency that includes acquisitions management, Federal Acquisition Regulation and/or Defense Acquisition Regulation and occasionally performs and supervisees Contracting Officer?s Representatives.
- Represent the Forest Service at National meetings and conferences and develop and maintain working relationships with other Federal, State, and private organizations.
- Negotiate long-term benefits from proposed courses of action, influence and persuade other program experts to adopt approaches and concepts when conflicts are involved.
- Provide leadership, guidance, assistance, and active participation in planning and coordinating the programs of work for national level federal technological and equipment activities for the Capabilities Development and Integration Program
- Estimate and analyze technological and administrative impacts and costs associated with Capabilities Development and Integration program and program components.
- Provide administrative and technical supervision necessary for accomplishing the work of the unit.
