Responsibilities

  • Managing the Departmental Contracts Information System (DCIS) and related contract system initiatives
  • Providing advice and technical assistance on matters related to HHS acquisition programs
  • Conducting procurement management reviews to measure acquisition performance
  • Extracting and analyzing data from procurement systems (e.g. Federal Procurement Data Repository (FPDS) and the Electronic Subcontracting Reporting System (eSRS))
  • Counseling small businesses on how to conduct business with the Department of Health and Human Services
  • Conducting market research for program requirements and draft Statements of Work
  • Monitoring Department subcontracting performance through the evaluation of ISR/SSR

Qualifications

Applicants must demonstrate that they meet the Basic AND Minimum Qualification requirements as noted below.

Basic Requirement: You must meet one of the items listed below (A, B, or C):
A. I possess a Bachelor's degree in with a major in any field. (You must submit transcripts.)
B. I possess a graduate education in one or a combination of the following fields is required: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (You must submit transcripts.)
C. I possess at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (You must submit transcripts.)
D. I currently occupy a GS-1102-11 (or higher level) position and have continuously occupied that position since January 1, 2000. (You must submit your SF-50.)

Minimum Qualifications:
GS-12: You must possess at least one year of specialized experience equivalent to the GS-11 level in the Federal service that included experience such as:
  • Performing techniques of contracting operations, detailed procedures of Department contracting requirements, and/or familiarity with the practices of business and industry sufficient to develop policies and provide guidance to subordinate activities
  • Evaluating audit reports, regulations, and other for developing and implementing Departmental guides or procedures
  • Drafting written guidance and propose solutions to explain decisions to contracting personnel

GS-11: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-09 level in the Federal service that included experience such as:
  • Utilizing a wide range of contracting policies and procedures to plan and carry out pre-award and/or post-award procurement actions
  • Interpreting acquisition regulations, statutes, and related materials
  • Assisting in conducting training in commercial business and/or industrial practices
OR

Possess a Ph.D. degree OR at least 3 years of progressively higher level graduate education leading to a doctoral degree or equivalent graduate degree

OR

Combination of specialized experience as described in A and graduate level education as described in B that, when combined, equal 100% of the total requirement. (Please note that only graduate education in excess of the first 18 semester hours may be used in this calculation.)

Documenting experience: In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee's position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment. The documentation must indicate whether the duties were performed full time or, if part time, the "percentage of times" the other duties were performed. It is expected that this documentation is included in the employee's official personnel record. In order to receive credit for experience in your resume that is not within the official series and grade level of your official position, you must provide a copy of the appropriate documentation of such experience as indicated above.

NOTE: Experience refers to paid and unpaid experience, including volunteer work done through national Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to gain employment. You will receive credit for all qualifying experience, including volunteer experience. If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

Time-in-Grade Requirement: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). You must include an SF-50 (you may need to submit more than one) that supports meeting this requirement with your application package.
