Summary

Serves as the Institutional Safety Program Manager and is the focal point and technical authority for the NASA Langley Research Center (LaRC) to assure implementation of industrial/occupational safety program requirements. Additional areas of focus and responsibility include assuring implementation of safety requirements in operational areas involving risk to personnel and resources involving non-flight related ground operations of aircraft.

Responsibilities

  • Assures compliance with the provisions of the Occupational Safety and Health Act, NASA Safety Policies and Directives involving industrial/occupational and operational safety, and all other like Federal, State, and local safety requirements.
  • Provides consultative services to facility engineers, operational managers, project managers and other personnel dealing with complex compliance, operations, design, and risk management problems involving safety.
  • Implements a major agency program dealing with high safety risk activities/constantly changing hazards. Manages the Center's institutional safety requirements.
  • Provides program direction by preparing plans, instructions, procedures, and issuing directives to formulate policy and establish objectives necessary to assure implementation of institutional safety requirements.
  • Has responsibility for assuring compliance of Civil Service and Contractor operations with rapidly changing regulations and guidelines involving all aspects of occupational, industrial, and operational safety.
  • Provides input to the safety review process for all proposed plans and designs for facilities construction, modification, and repairs to include technical review of designs, projects plans, procedures, and equipment purchase and installation.
  • Assures the maintenance of the LaRC OSHA regulatory file, including all required records, reports, and documentation required to comply with Federal, State, local, and NASA requirements. Prepares annual and other program reports as required.
  • Coordinates with appropriate Center personnel to assure implementation of required industrial/occupational safety training for LaRC organizations. Assures identification, tracking, abatement, and trending of all hazards.
  • Directs safety inspections and surveys conducted by committee members and encourages group participation in the identification and solution of problem areas. Serves as task monitor for industrial/occupation/operational safety tasks.

Qualifications

Applicant must have one year of specialized experience equivalent to the GS-11 grade level, which has equipped the applicant with the particular competencies needed to successfully perform the duties of the position described above.

Specialized experience includes conducting reviews, assessments, and preparing reports of hazardous procedures for program and safety requirements in accordance with regulations and guidelines involving occupational, industrial, and operational safety; performing safety assessments in areas involving risk to personnel and resources involving facility operations, and monitoring/inspecting projects/facilities for safety compliance.
