Summary

As a Branch Chief (Solutions Engineering) in the Office of Strategy and Innovation, you are responsible for implementing and operationalizing new technology projects, including the use of cloud, software-as-a-service, enterprise platforms and emerging technologies. You will automate testing and streamline application development. You will lead efforts to consolidate, modernize and retire legacy technologies.

Responsibilities

  • Collaborate with stakeholders to identify, prioritize, and implement innovative technology solutions.
  • Develop architecture for new technology projects that define the strategic direction (build v. buy, COTS v. custom, hosting location, platform / technology stack, cloud considerations, requirements for integration, etc.).
  • Engineer solutions for new system roll-outs, major/minor enhancements, and/or ongoing maintenance of existing apps through the agency's SDF framework.
  • Set up and run the cloud development environment which enforce standards through an automated development pipeline, inherited security controls and automated testing.
  • Provide technical and architectural subject matter expertise to the various development teams including communicating architectural decisions and mentoring other technical staff around the various development technologies and decisions.

Qualifications

All qualification requirements must be met by the closing date of this announcement.

Time-in-grade for this announcement is one year at the GS/SK-13 level.

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

BASIC REQUIREMENT: IT related experience demonstrating each of the four competencies: reviewing work to ensure it is in line with established standards or to identify deficiencies (Attention to Detail); collaborating with stakeholders to make progress towards a common goal (Customer service); explaining technical information orally to non-technical audiences (Oral Communication); and evaluating alternatives to recommend solutions to hardware or software problems (Problem Solving).

MINIMUM QUALIFICATION REQUIREMENT: In addition to meeting the basic requirement, applicants must also meet the minimum qualification requirement.

SK-15: Applicant must have at least one year of specialized experience equivalent to the GS/SK-13 level: (1) architecting cloud solutions for migration from legacy applications/systems (2) managing the various phases of the agile development life-cycle for technology solutions (3) performing needs analyses to define opportunities for new or improved business process solutions (4) leading or managing IT engineers, technical leads and others.
