This National Guard position is for a Joint Operations Center Technician (Title 32) (Indefinite), Position Description Number D1245000 and is part of the VA JFHQ, National Guard.

Responsibilities

As a Joint Operations Center Technician (Title 32), GS-0303-07, you will perform the below duties:
  • Assists in the management and daily operations of the Joint Operations Center. Establishes and maintains cooperative working relationships with Federal, state and public agencies and military units within the state.
  • Takes calls from Federal, state and the public on exchange of information and records all pertinent data. Relays information through various communications equipment to appropriate personnel.
  • Examines, analyzes and interprets data from a variety of resources, i.e., interrelated electronic monitoring instruments, visual displays, area maps, news reports, and electronic mail to detect conditions of the area, either normal or abnormal.
  • May participate with the JOC Manager in briefing key staff members on significant emergency situations and providing situational assessments requiring response and recommendations for appropriate action.
  • During joint forces exercises or actual emergencies, serves as a member of the JOC emergency response team to provide support to either the Federal, state or public operations.
  • Controls COMSEC information, material, and devices and is responsible for receipt, inventory, storage, issue, protection and destruction.
  • Performs a wide variety of administrative services. Conducts studies to determine requirements for communication devices, office automation hardware and software. Ensures required publications are readily available.
  • Performs other duties as assigned.

  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
  • Selectee will be required to wear the military uniform.
  • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
  • Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a probationary period.
  • Participation in direct deposit is mandatory.

Remarks: This position is being advertised as an indefinite appointment and applicant selected may be released at any time, and advised of his/her rights and benefits to which entitled. In the event a permanent employee is accepted for this indefinite position, there will be a change in their tenure from permanent to indefinite. Indefinite appointments may be made permanent at a later date without competition.

WHO CAN APPLY:
GROUP I - All qualified Male/Female Enlisted Personnel (E-4/SPC - E-6/SSG) currently employed (permanent) in the Virginia Army National Guard Military Technician Program.
GROUP II - All qualified Virginia Army National Guard Male/Female Enlisted Personnel (E-4/SPC - E-6/SSG), regardless of employment status (Traditional, Military Technician or AGR). To be considered as a Group II applicant, proof of appointment/enlistment in the Virginia National Guard must be attached if the appointment/enlistment occurred within 60 days prior to, or during, the advertisement period.

Military Grades: Enlisted Personnel (E-4/SPC - E-6/SSG)

Compatible Military Assignments: E:MOS: 25B, 42A, 00F

GENERAL EXPERIENCE : Applicant must have administrative or clerical experience, education, or training which demonstrates the ability to perform administrative work, as well as experience using computer and automation systems.

SPECIALIZED EXPERIENCE : Applicant must have at least 12 months of specialized experience, equivalent to at least the GS-06 level, or equivalent pay band in other pay systems in the Federal government. This experience may also have been obtained in the private sector, but must demonstrate that it is comparable to the GS grade indicated. This experience must include activities such as:
  • Experience in the interpretation and application of regulations, procedures or laws.
  • Experience that provided a working knowledge of administrative functions.
  • Experience demonstrating the ability to advise lower graded employees.
  • Experience working independently and setting priorities with very little supervisory control.
