Responsibilities

Duties of this position include, but are not limited to, the following:

• Oversee/coordinate NIST's international programs and interact with all levels of NIST staff on international affairs;
• Develop opportunities for mutually beneficial international collaboration;
• Represent NIST in bilateral and regional outreach efforts;
• Facilitate the establishment and renewal of working agreements between NIST and foreign national laboratories, technical institution and universities;
• Serve as program manager on international programs including the Israel Bi-national R&D Foundation
• Provide liaison between NIST Laboratories, and other U.S. and Foreign governmental, academic and research entities
• Collaborate with the Department of State, the Office of Science and Technology Policy, and other agencies concerned with international activities including policies and diplomatic concerns un support of international science, technology and trade issues which may be classified in nature;
• Support NIST Senior Management and other U.S. diplomatic visits abroad;
• Respond to requests from U.S. Embassies, U.S. foreign commercial counselors, State Department, Office of Science and Technology Policy and others;
• Provide advice on international protocols and on-going relations to NIST travelers,
• Participate in visits to NIST by foreign delegations.
• Maintain on-going knowledge of NIST technical programs and activities.
• Work independently in assignments that can impact the work of other researchers/scientists and high-level officials both within and outside the agency

Qualifications

Basic Requirements:
  • Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

  • or
  • Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.

  • IN ADDITION TO THE BASIC REQUIREMENTS: To qualify, applicants must have one year of specialized experience equivalent to the GS-09 level (or ZP-II at NIST). Specialized experience is defined as experience working with foreign and domestic researchers, Federal and State agencies and commissions, private sector organizations, universities, and/or professional associations to exchange information on existing programs, promote the organization, explore opportunities for cooperation, and/or to facilitate mutually beneficial engagement and making presentations for international audiences.

    Master's or equivalent graduate degree

    A combination of graduate education and experience



    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    The individual selected will be required to file a Confidential Financial Disclosure Report (OGE-450) upon employment and annually thereafter.

    This position is covered by an Alternative Personnel Management System (APMS). This system replaces the General Schedule (GS) pay plan and grade with career paths and pay bands. For information regarding how the pay bands correspond to the General Schedule, click here.

    You will be evaluated for this job based on how well you meet the qualifications above.
