As a Human Resources Assistant, GS-0203-06, you will perform the below duties:

This position is located in the Human Resources Office. The primary purpose of the position is to provide limited technical assistance and clerical support to Human Resources Specialists within the office and to managers, supervisors and technicians of the serviced organizations on of human resources matters. Performs work in two or more human resources specialties (i.e. employee relations, employee benefits, recruitment and placement, classification, and/or compensation) in the accomplishment of a comprehensive human resources management program. May accomplish work through the use of an automated system.

--Processes a wide range of human resources transactions and provides technical assistant in executing related to employee relations, employee benefits, recruitment and placement, classification, and/or compensation program. These duties require a technical understanding and knowledge of various human resources guidelines, directives, procedures, policies and precedent situations, which involve analyzing the interrelationships and impact that various human resources actions in different functional areas may have on technician human resources.

--Compensation - Provides guidance and assistance to supervisors, managers, and employees on a variety of HR matters, to include resolving minor employee problems. Evaluates and resolves a variety of complex pay and human resources issues. Such items are, but not limited to, system rejects late, wage grade schedules received, and other actions that result in cancellation of all interim human resources actions and corrects human resources and pay records. Extensive research of the technician's previous human resources history may be required. Reviews a full range of human resources actions, Notification of Personnel Action (SF50) and Request for Personnel Action (SF52) to identify problems and initiate corrective action. Utilizes the automated personnel system, initiates and corrects human resources/pay problems. Types a variety of draft reports, correspondence and forms in final format.

--Employee Benefits - Provides assistance in executing the employee benefits program. Explains eligibility for retirement, leave, health benefits, and life insurance as well as local organization/base policies relating to eating facilities, restricted areas, etc. Determines creditable service (service computation dates (SCD)) for leave category, retirement, Thrift Savings Plan, etc.

--Employee Relations - Provides administrative and clerical support for incentive awards and performance appraisal programs. Reviews all requested incentive awards actions for completeness. Returns actions that are not in compliance with local or NGB regulation requirements. May prepare locally required statistical data on each nomination for review and used by management. Forwards completed packages to respective supervisors for recognition. Monitors a suspense system utilizing a personal computer. Forwards computer produced notification of due appraisal to supervisors priority to close out date of the appraisal. Monitors response from the field. Maintains necessary records, files, and statistical data to ensure a viable program.

--Recruitment and Placement - Verifies information and requests for job vacancy announcements to ensure correctness and completeness. Drafts vacancy announcements ensuring full compliance with regulatory and local requirements. For review and approval by the specialist. Provide guidance to employees and applicants seeking job information and/or employment. Furnishes information regarding vacancies and mandatory requirements for eligibility for dual and non-dual status positions. Establishes and maintains promotion/placement records within established guidelines. Provides support to specialist on developing competitive levels.

--Classification - Processes actions implementing nationwide packages and local exception position descriptions (PDs). Identifies positions for periodic reviews, maintains PDs, organizational files, classification standards, etc. Researches and provides information on position descriptions, as appropriate. Provides support in processing human resources actions to ensure pertinent documentation is provided.

--Performs other duties as assigned.

This position is being advertised as an indefinite appointment and applicant selected may be released at any time, and advised of his/her rights and benefits to which entitled. In the event a permanent employee is accepted for this indefinite position, there will be a change in their tenure from permanent to indefinite. Indefinite appointments may be made permanent at a later date without competition.

All qualified Male/Female Enlisted Personnel (E-2/PV2 - E-6/SSG) currently employed (permanent) in the Virginia Army National Guard Military Technician Program.
GROUP II - All qualified Virginia Army National Guard Male/Female Enlisted Personnel (E-2/PV2 - E-6/SSG), regardless of employment status (Traditional, Military Technician or AGR). To be considered as a Group II applicant, proof of appointment/enlistment in the Virginia National Guard must be attached if the appointment/enlistment occurred within 60 days prior to, or during, the advertisement period.

Compatible Military Assignments: E:MOS: 42A

GENERAL EXPERIENCE : Applicant must have administrative or clerical experience, education, or training which demonstrates the applicant's ability to perform general office work and experience using computer and automation systems.

SPECIALIZED EXPERIENCE : Applicant must have at least 9 months of specialized experience, equivalent to at least the GS-05 level, or equivalent pay band in other pay systems in the Federal government. This experience may also have been obtained in the private sector, but must demonstrate that it is comparable to the GS grade indicated. This experience must include activities such as:
  • Experience answering telephones, receiving and distributing mail and maintaining records.
  • Experience following oral or written instructions to accomplish work.
  • Experience establishing and retrieving files and information.
  • Experience using common computer software designed for word processing.
