Summary

This position is located in the Branch of Regulatory, Legislative and Policy Development (BRLP), Division of Policy and Program Development (DPP), Office of Federal Contract Compliance Programs (OFCCP). The mission of OFCCP is to enforce, for the benefit of job seekers and wage earners the contractual promise of affirmative action and equal employment opportunity required of those who do business with the Federal government.

Responsibilities

Major duties for this position include, but are not limited to, the following:
  • Assists the Branch Chief with comprehensive long-range regulatory planning and reviews and evaluates plan implementation; prepares modification, to the plan, including formulation and periodic evaluation of goals, objectives and priorities.
  • Drafts, manages, develops and promulgates regulations implementing the agency's legal authority.
  • Identifies the need for cost-benefit studies and outlines the scope and objectives of the studies; analyzes new and existing reporting requirements.
  • Schedules and conducts fact-finding and/or outreach events related to proposed OFCCP regulation; analyzes the records of these events inform proposed OFCCP regulations reviews and analyzes public comments submitted on proposed regulatory actions.

Applicants must meet time-in-grade, time-after-competitive-appointment and qualifications requirements within 30 calendar days after the closing date of the vacancy to be eligible for consideration for selection.

Qualifications

Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-11, in the Federal Service. Specialized experience is experience conducting research and analysis sufficient to interpret and implement statutory and regulatory requirements and to draft policy documents.

Education cannot be substituted at this grade level.
