Summary

The incumbent serves as an Information Technology (IT) Specialist in the Office of Enterprise Information Systems (OEIS) and is responsible for performing the systems design and programming necessary to develop, maintain, modify and enhance applications software required to support programmatic and administrative systems.

Responsibilities

  • This is an entry level/trainee position leading to the full performance GS-2210-12 IT Specialist (APPSW) position.
  • The employee in this entry level position works in a training capacity toward the full performance level position.
  • Ensures the integration of applicable procedures, databases, policies, implementation planning, and information security policies, principles and practices into the design and development/modification of assigned systems.
  • Develops detailed application systems design and software; performs testing, implementation and maintenance activities for projects or major aspects of projects assigned.
  • Develops software development strategy, analytical approaches and work plans for designing, developing, testing and implementing systems software in assigned application(s).
  • Conducts reviews of new computer technology developments applicable to system design and prepares long-range forecasts of developments relevant to assigned application(s).

Qualifications

Applicants must qualify for the series and grade of the posted position. Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. To qualify for the 2210 IT Specialist series, applicants must demonstrate the following competencies:
    Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
In addition, to qualify for the GS-7 , the applicant must have at least ONE of the following:
  • 52 weeks of experience at the GS-5 level, or equivalent, which is in or related to the work of the position to be filled, that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Such experience must include work that involves assisting in the design, documentation, development, modification, testing, installation, implementation, and support of new or existing applications software. Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.
OR
  • A bachelor's degree and superior academic achievement. Superior academic achievement is defined as: (1) graduating with at least a 3.0/4.0 GPA; (2) graduating in the top third of the graduating class; or (3) membership in a national scholastic honor society. Educational degree must be in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management; or a degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
OR
  • One full year of graduate level study, or possess a Master's or higher degree, e.g., Ph.D., etc., in a field that provided the knowledge, skills, and abilities to do the work of the position. Educational degree must be in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management; or a degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
