Responsibilities

  • Performs legal research, maintenance of case files, preparation of periodic reports, and general office management in direct support to the General Counsel, Deputy General Counsel, and other attorneys.
  • Conducts research of federal laws and regulations, DoD administrative publications, and automated legal research files such as Lexis, necessary to identify pertinent laws and regulations, previous opinions, and policy proponents.
  • Acts as trial assistant on cases handled by the attorneys before the Merit Systems Protection Board (MSPB), the Equal Employment Opportunity Commission (EEOC), and the Federal Labor Relations Authority (FLRA).
  • Performs special projects relative to personnel matters, personnel litigation, ethics matters and administrative law; acts as liaison between OGC and other Agency personnel; prepares reports and database entries as necessary.
  • Assists in case-related discovery: prepares necessary documents; drafts interrogatories; organizes and analyzes answers to interrogatories; prepares documents for production to opposing counsel.

Qualifications

All qualification and time-in-grade (if applicable) requirements must be met within 30 days of the closing date of this announcement.

You must meet the minimum qualification requirements as stated in the Office of Personnel Management (OPM) Operating Manual, Qualification Standards for General Schedule Positions, http://www.opm.gov/qualifications/Standards/group-stds/gs-prof.asp.

Specialized Experience: You must have one year of specialized experience at the GS-12 level or equivalent. Specialized experience must be documented in your resume. Specialized experience is experience as a Paralegal in one or more of the following areas: support of legal and ethics research, trial reports preparations, or special projects related to personal litigation and ethics matters.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Initial Probationary Period: You will be required to serve an initial probationary period of 2 years if one has not already been completed.

Background Investigation: All selectees will be subject to a personnel security investigation which must be favorably adjudicated for occupancy of a sensitive position and/or access to classified information. If you are selected for a critical/special sensitive position, you will be subject to a Single Scope Background Investigation (SSBI). For a critical sensitive position, you must be able to obtain and maintain security clearance eligibility at the Top Secret level. For a special sensitive position, you must be able to obtain and maintain security clearance eligibility at the Top Secret/Sensitive Compartmented Information (TS/SCI) level AND you will be subject to a random counterintelligence scope polygraph.

Drug Testing: If you are given access to classified information, you will be subject to random drug testing. If you are selected for a special sensitive position, you will be placed in a drug testing designated position. You must pass a drug test before your assignment to such a position and you will be subject to random drug testing subsequent to your assignment.

Interagency Career Transition Assistance Program (ICTAP): You must be well qualified for the position to receive special selection priority under the ICTAP.
