Responsibilities

  • Serves as Mail Manager responsible for the management and control, processing, handling, transport, and delivery of official mail.
  • Serves as sole motor vehicle operator providing official motor transportation for the Director/Deputy Director, and executive personnel attending meetings on behalf of the Director.
  • Performs pick-up and delivery of classified and unclassified correspondence, packages, supplies, or other official material located primarily in the offices of high-ranking officials in DoD, Congress, and other executive departments.
  • Serves as property custodian for property management, inventory control and accountability, excess and surplus of property disposal, moving and storage services and records management.
  • Responsible for maintaining an adequate inventory of recurring supplies, equipment, and material to meet particular needs or requirements.

Qualifications

All qualification and time-in-grade (if applicable) requirements must be met within 30 days of the closing date of this announcement.

You must meet the minimum qualification requirements as stated in the Office of Personnel Management (OPM) Operating Manual, Qualification Standards for General Schedule Positions, http://www.opm.gov/qualifications/Standards/group-stds/gs-prof.asp .

Specialized Experience:

For the GS-07 level:
You must have one year of specialized experience at the GS-05 or equivalent level. Specialized experience is defined as experience as a motor vehicle operator, experience managing mail services to include, liaison with military postal service, analyzing cost data, reviewing/approving various shipment request, monitor funding, maintaining automated databases, compiling monthly reports and property inventory support (inventory control and accountability).

For the GS-09 level: You must have one year of specialized experience at the GS-07 or equivalent level.Specialized experience is defined as experience as a motor vehicle operator, experience managing mail services to include, liaison with military postal service, analyzing cost data, reviewing/approving various shipment request, monitor funding, maintaining automated databases, compiling monthly reports and property inventory support (inventory control and accountability).

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of Education for Experience:

For the GS-07 level: One full year of graduate level education may be substituted to meet the specialized experience required when it is directly related to the work of the position being filled. Equivalent combinations of successfully completed graduate level education and experience, or superior academic achievement (SAA), may be substituted to meet the specialized experience requirement.

Superior Academic Achievement: Completion of all requirements for a bachelor's degree from an accredited college or university and one of the following: a grade point average of a 3.0 or higher on a 4.0 scale, class standing in the upper third of graduating class or major subdivision, or membership in a national scholastic honor society. Field of study must be directly related to the position being filled.

For the GS-09 level: Two full years of progressively higher level graduate education, Master's or equivalent graduate degree, related to the position may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements. Examples of qualifying degrees would be in public administration, business administration, industrial engineering, industrial management, or other administrative or management fields related to the position to be filled.

Initial Probationary Period: You will be required to serve an initial probationary period of 2 years if one has not already been completed.

Background Investigation: All selectees will be subject to a personnel security investigation which must be favorably adjudicated for occupancy of a sensitive position and/or access to classified information. If you are selected for a critical/special sensitive position, you will be subject to a Single Scope Background Investigation (SSBI). For a critical sensitive position, you must be able to obtain and maintain security clearance eligibility at the Top Secret level. For a special sensitive position, you must be able to obtain and maintain security clearance eligibility at the Top Secret/Sensitive Compartmented Information (TS/SCI) level AND you will be subject to a random counterintelligence scope polygraph.

Drug Testing: If you are given access to classified information, you will be subject to random drug testing. If you are selected for a special sensitive position, you will be placed in a drug testing designated position. You must pass a drug test before your assignment to such a position and you will be subject to random drug testing subsequent to your assignment.

Interagency Career Transition Assistance Program (ICTAP): You must be well qualified for the position to receive special selection priority under the ICTAP.
