This position is located in the Office of the Executive Director, Human Resources Branch, Performance and Compensation Section at the Commodity Futures Trading Commission. The Human Resources Branch is responsible for the development, implementation, and evaluation of human resources programs and objectives for agency headquarters, and regional offices.

This position serves as the CFTC's Compensation Specialist in the Human Resources Branch, Workforce Relations Section. Specifically, you will:
  • Manage the development, implementation, and oversight of our new compensation programs, including continually evaluating the effectiveness of CFTC compensation and incentives programs, policies, and strategies.
  • Act as CFTC's liaison with other agencies to monitor comparability and evaluating the effectiveness of our programs using assessments from a variety of methods such as exit interviews, on-boarding surveys, FEVS, and evaluation of recruitment and retention programs.
  • Make recommendations for policy changes to include pay reform to ensure comparability with other agencies and the effectiveness of CFTC programs.
  • Oversee the design and implementation of the pay for performance aspects of the new performance management systems
  • Handle the annual pay for performance program including any recommendations needed to maintain comparability with other similar agencies, determining merit pay pools, and calculating annual pay adjustments.
  • Manage the operational aspects of the merit pay process and computing merit pay
  • Reviewing the use of the incentive awards program for effectiveness as part of the CFTC's compensation programs
  • Make recommendations for changes or improvements in the policy and to maintain comparability with other agencies, including incentive awards, honorary awards, suggestion awards, and non-monetary awards

You will be evaluated on the basis of your level of competency (knowledge, skills and abilities) in the following areas:
  • Knowledge of compensation principles and best practices to administer an agency's compensation program.
  • Knowledge of pay administration and laws to manage an agency's pay and timekeeping activities.
  • Ability to make clear and convincing oral presentations on compensation related topics.
  • Ability to prepare clear, concise, and organized documents and data related to compensation management.


CT-14: You must have at least 1 year of specialized experience at the CT/GS-13 grade level. Specialized experience includes:

Experience providing expert technical advice and assistance to program managers and operating HR offices on pay administration; experience developing and providing policy guidance on a wide range of compensation programs; experience analyzing proposed pay and compensation legislation and regulations for impact on agency HR policies and programs; and experience developing broad policies and programs to implement new pay and compensation systems, legislation, regulation, and court decisions.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Relocation. Relocation expenses will not be paid.

Time-in-Grade. You must meet time-in-grade requirements within 30 days of the closing date of this announcement.
