The ideal candidate is an accomplished Supervisory IT Specialist able to capitalize on their extensive technical and managerial experience to provide leadership, vision, and management to USITC's Network Services Division to include developing, maintaining, and implementing a sound technology infrastructure program.

The candidate leads and accomplishes work through others, develop ways to improve production, and increase the quality of work. The candidate possesses advanced knowledge of enterprise architecture, IT security, developing and implementing enterprise standards, technology evaluation and transfer, and the IT governance process.

The candidate is also well versed in project management principles, has excellent communication skills, and possesses the ability to mentor and develop staff. The ideal candidate is considered an expert in designing, implementing, and managing an agency's complete IT infrastructure, both now and for the future. Capacity planning and forward thinking are key to the position.

The ideal candidate must have experience managing a diverse portfolio of IT related projects and resources, resulting in lasting improved efficiencies. The candidate must show experience managing a diverse staff of IT professionals across a variety of specialties. Current Project Management Institute (PMI) Project Management Professional (PMP) and Contracting Officer's Representative (COR) certifications preferred. Preference will be given to candidates holding current COR Level 2 or higher, ITIL V3/V4, and active PMP certifications.

The candidate will be required to maintain PMI PMP and COR Level 2 certifications as part of their duties.

To qualify at the GS-15 level, you must have one-year of specialized experience equivalent to the GS-14 obtained in the federal or private sector which demonstrates all of the following: (1) developing, maintaining, and deploying infrastructure programs; (2) development or acquisition of network support applications and tools and data center operations; (3) advises the Chief Information Officer and other stakeholders agency-wide in areas of server and network security and administration including: defining the benefits of standardized IT solutions; assessing the impact on security of Federal regulation/policy compliance; and ensuring that the business impact of implementing best practices are understood and impact on the user community is minimized; (4) implementation of cybersecurity measures to include secure configuration baselines, patching, encryption, and security compliance; and (5) experience performing supervisory duties in regard to subordinates and managing personnel responsibilities.
