Responsibilities

If selected for this position, you will join The District of Columbia's Administrative Division. Typical work assignments will include:
  • Providing administrative support in the areas of contracting, purchasing and support services.
  • Performing acquisition contract support for pre-award and post-award actions of complex professional services and equipment requirements for the USAO.
  • Reviewing requisitions to determine appropriate method of procurement.- Establishing procurement plans and strategies by reviewing market conditions, specifications, and technical requirements.
  • Drafting Statements of Work (SOW) or Statement of Objectives (SOO), and other documents necessary prior to formal solicitation.
  • Preparing contract solicitation and award documentation to include appropriate clauses and specifications.
  • Evaluating proposals, unsolicited proposals and other bid documents to determine fairness and reasonableness.
  • Performing cost analysis and other evaluation actions to determine best value or lowest bid in award decisions.
  • Administering the terms and conditions of contracts, including preparing contract modifications.
  • Monitoring the progress of contractors' performance and contractual milestones.
  • Completing closeout of received services/supplies from delivery to receipt of invoices for payment.
  • Determining procedures to acquire common supplies/services, meet delivery schedules, provide best price, and conform to acquisition regulations and other department guidelines/procedures.
  • Conducting regular security inspections of office space to ensure physical work environment, personnel, records, and the facility are safe and in full conformance with applicable security requirements

Qualifications

In order to be referred for this position, you must meet one of the following basic requirements for the 1102 series:
  • Completed 4-year course of study leading to a bachelor's or higher degree with a major in any field; OR
  • At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management; OR
  • Occupied a GS-1102 position on January 1, 2000. Employees who occupy GS-1102 positions at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at GS-12. This includes positions at other agencies and promotions up through grade 12.
You must also meet one of the following qualification requirements:
  • A Ph.D or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to a degree, in accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management; OR
  • At least one year of specialized experience equivalent to the GS-9 in federal service. Specialized experience is defined as experience in preparing statements of work or statements of objectives, and other documents necessary prior to a formal solicitation process; preparing a variety of reports concerning the status of funds, expenses, and obligations; drafting final contract documents to include specifications of bids and proposals; interpreting procurement policies and procedures; participating in the preparation of contract modifications, cost analysis, and acquiring services and supplies; OR
  • A combination of education and experience as described in A & B above. Only graduate hours in excess of two full years of graduate level education may be used in this calculation. To calculate your percentage of graduate education, first determine the total number of graduate hours that exceed two full years of graduate education; then divide the total number of your excess graduate semester hours by 18 (or your school's definition of one year of graduate study). To calculate your percentage of qualifying experience, divide your total number of months of qualifying experience by 12. Now, add the two percentages together. The sum of the percentages must equal at least 100%.
Interagency Career Transition Assistance Plan (ICTAP)- The ICTAP provides eligible displaced Federal competitive service employees with selection priority over other candidates for competitive service vacancies. If your agency has notified you in writing that you are a displaced employee eligible for ICTAP consideration, you may receive selection priority if: 1) this vacancy is within your ICTAP eligibility; 2) you apply under the instructions in the announcement; and 3) you are found well-qualified for this vacancy.
