Responsibilities

As a Supervisory Economist, you will:
  • Supervise a professional support staff to include employees up to the GS-14 level, performing the administrative and human resources management functions relative to the staff supervised.
  • Serve as Branch Chief and the Bureau's expert on health economics and costing, providing guidance on policy and programming.
  • Represent GH/OHA on interagency financial monitoring working groups, in coordination and collaboration with colleagues within the Bureau for Global Health, and other United States Government Agencies.
  • Serve as technical lead for HIV/AIDS program and interventions, with key technical emphasis on the economic evaluation of HIV/AIDS programs, expenditure reporting, costing, cost modeling, cost effectiveness analysis and the use of cost information to maximize program efficiency.
  • Serve as Health Economist providing technical regulatory, analytical and advisory services.
  • Keep the Bureau abreast of the latest best practices, research, emerging trends, and innovation activities related to PEPFAR costing.
  • Monitor USAID implementing partner work in the field, including fulfillment of AOR/COR and/or technical advisor role as required.

Direct Hire Authority: This position is being filled using 5 U.S.C. 3309-3318 or 5 CFR part 211 and part 337, subpart A , which is the OPM approved government-wide direct-hire authority.

Qualifications

GS-14: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. One year of experience refers to full-time work; we consider part-time work on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes experience:Examples of qualifying specialized experience at the next lower level for this position include experience: (a) serving as a lead for implementing strategic direction and guidance to field programs; (b) managing or providing technical oversight to programs devoted to health economic or costing of international HIV/public health programs; (c) providing technical or managerial oversight to staff in health economics or costing of HIV/public health programs; (d) serving as a Contracting and/or Agreement Officer's Representative (COR/AOR).

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, relevant to the duties of the position to be filled, including volunteer experience.

Well-qualified means an eligible employee who possesses the knowledge, skills, and abilities which clearly exceed the minimum requirements of the position. Education

Degree: Economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.

Combination of education and experience: courses equivalent to a major in economics, as shown above, plus appropriate experience or additional education. You will be required to show proof of educational requirements as well as proof you are in the 0110 Economics Series.
