Summary

This position is part of the Defense Media Activity. The incumbent will serve as the advisor and subject-matter expert (SME) regarding DoD, the Military Services, other Federal agencies, and other organizations on small and disadvantaged business programs and policies, related statutory requirements, legislative processes, and acquisition program management sufficient to assess small business strategies contained in key program documents such as Acquisition Strategies.

Responsibilities

As a SMALL BUSINESS PROCUREMENT ANALYST at the GS-1101-13 some of your typical work assignments may include:
  • Serve as analyst supporting the DMA Director.
  • Manage projects and assignments required to support the mission of the Office and responsibilities delegated by the Under Secretary of Defense for Acquisition, Technology and Logistics (AT&L).
  • Lead special project for the Director, drafting policies, developing entrepreneurship initiatives, participating on peer reviews, interpreting public laws and policies, conducting industry and inter-government outreach, reviewing acquisition strategies, and making recommendations to the Director.
  • Participate in special projects and studies for improving DoD analyses in assessing methodologies for improving business processes and practices that target program goals and objectives for minority and women-owned businesses.
  • Perform the planning, execution, monitoring, and oversight of assigned small business programs, contracts and ad hoc projects.

Qualifications

You may qualify at the GS 13 , if you fulfill the following qualifications:

One year of specialized experience equivalent to the GS-12 grade level in the Federal service as listed below:
  • Experience with and knowledge of Federal Small Business programs; experience with small business prime contract goals and has worked towards goal achievement; experience with small business subcontracting goals and has negotiated goals for large contract awards; experience soliciting and awarding contracts for hard to reach populations, and/or has facilitated increased participation for hard to reach populations.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the 1101, series as listed below:
Basic Requirements for GS-13 and Above
  • At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.

  • A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

    Exceptions : Employees in Business Opportunity Specialist, GS-1101 positions will be considered to have met the standard for positions they occupy on January 2, 2013. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, employees will have to meet the basic requirements and specialized experience requirements in order to qualify for Business Opportunity Specialist, GS-1101 positions within the Office of Field Operations with the Small Business Administration by January 2, 2018.

    Substitution of education may not be used in lieu of specialized experience for this grade level.

    ACQUISITION POSITION: This is an Acquisition, Technology and Logistics (AT&L) Level III position in the Contracting Career Field. DAWIA Level III certification in Contracting is required for this position. Must meet certification requirements within 24 months of assignment to this position. Failure to meet certification requirements may be cause for termination.

    FINANCIAL MANAGEMENT: Selectee or incumbent must be able to obtain the appropriate certification level for their position. This is a Financial Management Level 3 Certified position. IAW Public Law 112-81 and DoD Policy the incumbent shall comply with the requirements of DoD FM Certification program within the allotted timeframe.Only experience and education obtained by the closing date of this announcement will be considered.
