    This position may be filled as a competitive temporary promotion opportunity not to exceed (NTE) 09/26/2020 by a current career or career-conditional Department of Commerce employee. This temporary promotion may be extended, terminated earlier, or made permanent at management's discretion. At the conclusion of the temporary promotion, the employee will return to their position of record.

    This position may be filled as a temporary appointment, initial appointment is not to exceed (NTE) 09/26/2020. This appointment may be extended 1 additional year at management's discretion.

    A trial period may be required.

    A supervisory probation period may be required.

    This position is ELIGIBLE for telework; additional criteria will be required (e.g., supervisory approval).

    This is a NON-BARGAINING unit position.

    Relocation expenses will not be paid.

    Qualifications

    Specialized Experience: For the GG-15, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-14 in the Federal service. This experience includes, but is not limited to, the following: Certification in project, program, or portfolio management. Experience implementing program management. Experience managing, formulating schedules, and monitoring costs for projects. Experience evaluating programs using quantitative and qualitative methods, and recommending and/or implementing solutions to improve performance. Experience managing staff. Experience conducting high level briefings and interacting with various management and staff levels. Experience communicating orally, developing and maintaining relationships with internal and external stakeholders and senior leaders. Experience writing communication to internal and external customers, stakeholders, and the public on issues related to the programs.

    • Program Integration: Ability to coordinate schedules, delegate task costs for operations; Skill improving programs and projects using quantitative and qualitative approaches; Knowledge of the methods, procedures, and specifications required to plan and coordinate large-scale projects for systems and operations; Ability to comprehend various management issues, such as tools and techniques to measure and improve the statistical quality of surveys and censuses; Knowledge of supervision and staff management.
    • Organizations Knowledge and Communication: Knowledge of characteristics of successful organizations; Ability to communicate program goals, objectives and activities; Skill in developing working relationships with all levels of management and staff; Ability to communicate in person orally to various organizational levels and representatives and other federal agencies, and professional associations; Ability to communicate in writing to various audiences.
