Summary

Serves as a Resources Analyst in the Resources Management Office of the Suborbital and Special Orbital Projects Directorate (SSOPD) at Wallops Island, VA and is responsible for overseeing business operations for Wallops Flight Facility programs and projects, including the Sounding Rockets Program Office, Balloon Program Office, Research Range Services, Aircraft programs, Wallops Safety Office, Small-Satellite Portfolio Management, and Special and Reimbursable Projects.

Responsibilities

  • Prepare budget formulation, execution, and analysis for programs and administrative expenses.
  • Develop budgetary information based on organizational budgetary priorities and draft annual and multi-year budget materials.
  • Prepare detailed calculations, statistical and narrative justifications, and other pertinent data and supporting documentation. Make recommendations on obligations. Reconcile monthly financial reports. Monitor, track and report on obligations.
  • Provide financial guidance and advice to resolve difficult problems and issues that include significant controversies or difficult barriers to program delivery and completion of agreements.
  • Conduct investigations and analysis on issues such as allowance of claims, accounting systems, and financial management matters which involve consultation with organizations outside the agency.
  • Conduct cost studies for decision making processes. Evaluate contractor costs, proposals, and cost/price objectives.
  • Prepare budget estimates for major substantive or administrative internal operating programs. Identify trends, reprogram funds, and forward reprogramming funds request for approval
  • Duties described above are for full-performance level. Duties assigned at a lower grade level will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee.

Qualifications

Applicant must have one year of specialized experience at the next lower grade, which has equipped the applicant with the particular competencies needed to successfully perform the duties of the position described above.

Specialized experience at the GS-11 grade level is defined as professional working experience that included the following:

* Prepare annual budget formulation documents;

* Formulate, execute and/or analyze budget data, program obligations and costs in support of programs;

* Consolidate financial data for reporting purposes; AND

* Make recommendations or justifications for allocation of funds (using tools such as Systems, Applications and Products (SAP) Software, Business Objects, Funds Control System, Integrated Workforce and Personnel Planning, and Operating Accounts, etc.)
OR
Applicants may substitute the following education for the specialized experience requirement: A Ph.D. or equivalent doctoral degree in a related field, or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., if related. NOTE: Applicants may qualify based on a combination of the experience and education requirements described above.

Specialized experience at the GS-12 grade level is defined as professional working experience that included the following:

* Prepare and advise on budget estimates and formulation documents

* Make recommendations or justifications for allocation of funds and on complex discrepancies
