Duties

Summary

This position is located in National Capital Regional Office, At the Museum Resource Center. The incumbent serves as archivist for the National Capital Region Museum Management Program to design and manage the regions archival program.

Responsibilities

Design, manage and organize archival records and develop classification systems to facilitate access to archival materials.
Assist in reviewing work plans of archival collections and develops strategic and work plans
Represents the Museum Curator Director when working with other on archival matters
Plans and manages archival projects and oversees the work of archival interns.
Assists with evaluating, reviewing and developing policies, programs, activity standards, professional standards, guidelines, and procedures pertain to archival and manuscript collections
Assists with the appraisal, arrangement, accessioning, cataloging, description, preservation, access, use and deaccessioning of the archival and manuscript collections
Assists with the development of tools and processes for the management and preservation of digital collections.
Ensures proper preservation, storage, security, access and management of materials.
Produces finding aids and repository level guide
Provides technical assistance and guidance in archives management to parks and the regional office
Arranges and describes archival holdings accessioned by parks
Conducts baseline condition surveys of archival collections

Time-in-grade requirements must be met by the closing date of this announcement.
  • You may be required to operate a government motor vehicle as part of your official duties. Prior to your first official motor vehicle operation, and again every year thereafter (or more frequently if management determines such need exists), you will be required to sign an affidavit certifying to your possession of a valid State issued driver's license that is current and has not been revoked, suspended, canceled, or otherwise disqualified in any way to prohibit your operation of a motor vehicle. You will also submit a photocopy of your valid State issued driver's license prior to your first official motor vehicle operation, and again every year, or more frequently if management determines such need exists..
  • If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.


Qualifications

You must meet the following by the closing date of this announcement:

Education Requirement:
Possess a Bachelor's degree in archival science or bachelor's degree with a major that includes 18 semester hours in archival science, history and/or in political science or government, and 12 semester hours in one or any combination of the following: archival science, history, American civilization, economics, political science, public administration, or government. OR
Have a combination of education and experience - at least 30 semester hours that included courses as shown above, plus appropriate experience or additional education. The quality of the combination must demonstrate that you possess the knowledge, skills, and abilities or competencies required to perform the work of the position and is comparable to that normally acquired through the completion of a full four-year course of study with a major as described above.

AND

Specialized Experience:

Possess at least one (1) year of specialized experience directly related to the duties of the position at the GS-09 grade level under the General Schedule (GS) or equivalent under other pay systems. Specialized experience may include but is not limited to: archival science, or in a directly related field of work such as history that involved the collection, appraisal, analysis, or synthesis of information having historical or archival values. The following are illustrative of kinds of experience that may be accepted as meeting the professional experience requirements: (1) experience as an archivist in Federal, state, religious institution, business, or other archives, or in manuscript depositories, and (2) experience of an archival nature that involved research in archival science, or in a directly related field such as history, government, economics, political science, international relations, or international law. OR

Possess 3 years of progressively higher level graduate education leading to a Ph.D. degree or a Ph.D. or equivalent doctoral degree. OR

Have an equivalent combination of such education and experience. For example, I have six months of the specialized experience (50 percent of the experience requirement) and 50 percent of the education requirement. I possess a combination of education and experience equaling 100 % with at least 30 semester hours that included courses as shown in archival science, history and/or in political science or government, and 12 semester hours in one or any combination of the following: archival science, history, American civilization, economics, political science, public administration, or government, plus appropriate experience or additional education

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies".

Education

You must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

Physical Demands: The work requires frequent retrieval of records and books from storage areas with some bending and lifting of cartons of papers (weighing up to 50 pounds). Operation of warehouse management equipment is required after proper training. Operation of standard office equipment is required and some operation of motor vehicles. Work requires travel to various locations for the purpose of support to other NPS and non­ NPS sites with archival and manuscript collections, and to training and professional meetings. Documentary research and report writing work is sedentary, which entails the ability to concentrate and write for long periods of time.

Working Conditions: Most of the work is performed at the National Park Service Museum Resource Center. However, the position also requires performing work in the offices of other research institutions, museums, national parks, public program offices, administrative offices, and other libraries and archives.

The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
