Responsibilities

You will:

Ensure the work assignments of the HR Team are carried out.

Analyze human resources issues and concerns to identify, consider, and resolve a variety of questions and problems that affect Office of Water (OW).

Serve as a liaison between Management and Operations Staff (MOS) and the OW program offices, OW management officials the Office of Human Resources and the Shared Services Center.

Provide advice on planning and executing staffing, recruitment and placement programs, policies, procedures and accepted practices to senior OW managers.

Serve as an expert user of HR systems for OW, including communicating to and training others on the proper procedures for preparing and submitting SF-52s, Requests for Personnel Actions, and other personnel actions. Utilize the HR system to develop ad hoc and routine reports for distribution and use within OW.

This position is designated as Moderate Risk and requires a background investigation. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation.

You must meet time in grade requirements no later than 30 calendar days after the closing date of this announcement.

Qualifications

You do not need a degree to qualify for this position.

We are looking for at least one year of specialized experience related to this position as described below:

To qualify for the GS-14 level, you need to have at least one year of full-time experience equivalent to the GS-13 level defined as developing human capital strategies, policies and operational procedures for an organization AND experience making recommendations or decisions on recruitment strategies, hiring methods, and recruitment events to managers/supervisors AND experience preparing research papers, white papers, issue papers, or other position documents which present complex technical, regulatory, or administrative policy analysis, summaries, and/or recommendations for both technical and non-technical federal audiences.

Your answers to the on-line assessment will be used to evaluate your competencies in the following areas:

Ability to lead a team.

Ability to research, analyze, and make recommendations.

Ability to apply knowledge of human resources laws, policies, regulations, and precedents applicable to the administration of key programs.

Ability to communicate HR-related data to varied audiences.

Ability to communicate HR-related data in writing.

Ability to serve as an advisor and consultant to senior management officials in the planning, development and management of human capital management programs.

Ability to serve in an advisory role to guide and assist multiple offices or organizations on human capital strategies/procedures/policies, and the development of human capital guidance.

Knowledge of the Federal Personnel/Payroll System (FPPS) and ability to pull reports in FPPS using Oracle Business Intelligence Enterprise Edition (OBIEE).

Knowledge of HR practices.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
