Summary

The Office of the Controller manages the Department's appropriations, budget and finance functions through the activities of the Appropriations Liaison Office, Budget Staff, Finance Staff, Asset Forfeiture Management Staff, Debt Collection Management Staff, and the Strategic Planning and Performance Staff.

The Appropriations Liaison Office leads the Agency's efforts to meet the technical requirements of the Department's appropriation and authorization legislation.

Responsibilities

1. Serves as a senior liaison with Congressional appropriations committees and staff, resolves issues, submits timely reports, and supports approval of DOJ budget requests. Provides authoritative findings, guidance, and recommendations on agency-wide programs that demonstrate a thorough knowledge of the OMB and Congressional appropriations process.

2. Acts as a consultant and advisor to the Assistant Attorney General and Deputy Assistant Attorney General/Controller on government programs and policies which are of significant interest to the public and Congress. Advice may pertain to complex conclusions from evaluative studies; interrelated issues concerned with crosscutting or conflicting goals; and adherence to budget constraints as they relate to cost/benefit analysis. Recommendations may result in substantial redirection of Federal efforts or policies related to major national issues.

3. Advises Department officials on appropriation strategies, interest of the Administration and Congress, and probable results of various alternative strategies. Advises on proposals to modify appropriation language and change appropriation activity and program structure. Recommendations impact long-range planning and implementation of program objectives.

Your demonstrated leadership ability and the evidence of the ECQs and MTQs must be clearly shown in your resume. A separate narrative statement will not be accepted.

1. Demonstrated knowledge and experience of Congressional rules and appropriations procedures, and the laws, regulations, and policies governing the executive branch budget process.

2. Demonstrated experience and skill in researching, analyzing, and recommending solutions to appropriations and member office issues and manage the Congressional process for approval of budget requests.

3. Demonstrated ability to interpret, suggest, and amend appropriations language to ensure successful negotiation of comprehensive, complex, and sensitive issues when dealing with appropriations authorizing committees.

ECQ1 - LEADING CHANGE. This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.

ECQ4 - BUSINESS ACUMEN. This core qualification involves the ability to manage human, financial, and information resources strategically.

ECQ5 - BUILDING COALITIONS. This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

THE EXECUTIVE CORE QUALIFICATIONS(ECQs): OPM is required by law to review the executive qualifications of each new appointee to the Senior Executive Service (SES) prior to appointmentUpon selection, if the selectee who is not a current or former career Senior Executive employee (Title V), the candidate must submit a written statement addressing the five (5) Executive Core Qualifications (ECQs) listed above for approval by the Office of Personnel Management (OPM) before appointment. In addition, individuals entering the Senior Executive Service for the first time are subject to a one-year probationary period.
