Responsibilities

  • You will serve as a Computer Scientist, Mathematician or Operations Research Analyst, at the NP-04 level (GS-14/15), in the Performance Improvement and Information Management (PIIM) Division of the Office of Naval Research (ONR).
  • You will serve as principal advisor to leadership on the management of ONR's multi-source data capture, ingest, modeling/engineering, reporting and visualization efforts, and coordinate how the Command creates Navy enterprise data products.
  • You will ensure ONR data is available, reliable, consistent, accessible, secure and timely to support the mission and activities of the agency.
  • You will oversee and direct the development of a cloud-based Data Lab environment and DevOps framework, as well as the accreditation process for the cloud-based data and analytics platform.
  • You will conduct problem identification and requirements development related to data reporting and analytics.
  • You will lead technical teams, overseeing the collection, procurement, storage, management, quality and protection of data; and, will implement privacy policies and data protection regulations.

  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.


Qualifications

In addition to the Education Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11/13 grade level or NP-03 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate most or all of the following: 1) utilizing operating system theory, data structures, computer system architecture, software engineering and computer communications to create data products; 2) interpreting, qualifying and quantifying information to assess the impact on, or to develop policies and regulations; 3) applying computer system architecture and system software organization, information structures and theoretical models to manage, examine and/or improve business processes for an organization; 4) working with data sets, including structured and unstructured involving data gathering, data cleaning, data mining and data visualization; and, 5) using technical computing languages and/or database queries (Python, R, SQL, MongoDB, Spark), cloud computing (AWS or Azure), distributed data/computing tools (Spark, Hadoop, Hive, Map/Reduce), artificial intelligence and machine learning algorithms and methods, and provisioning commercial or government cloud DevOps solution.

Education

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess:

Operations Research Analyst (1515): Successful completion of a Bachelor's Degree (or higher) in operations research; or, at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.

Mathematician (1520): Successful completion of a Bachelor's Degree (or higher) in mathematics; or, the equivalent of a major that included at least 24 semester hours in mathematics; or, a combination of education and experience -- courses equivalent to a major in mathematics (including at least 24 semester hours in mathematics), plus appropriate experience or additional education.
The total course work must have included differential and integral calculus and, in addition, four advanced mathematics courses requiring calculus or equivalent mathematics courses as a prerequisite.

Computer Scientist (1550): Successful completion of a Bachelor's degree (or higher) in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions.
