Responsibilities

  • Serve as a Strategic Planning Specialist to the Director of Analysis and Strategy Directorate (ASD) in support of the Deputy Assistant Secretary of the Army (DASA) for Strategy and Acquisition Reform (SAR).
  • Plan and execute studies of the substantive aspects of emerging Army acquisition policy; and recommend actions to improve acquisition and influence policy changes.
  • Conduct continuing analyses of existing policies, regulations, and guidance to ensure currency, improve clarity, increase simplicity, and achieve uniform effectiveness throughout the a acquisition enterprise.
  • Monitor acquisition initiatives through stages to full implementation to ensure overall project objectives and timelines are met.
  • Perform critical project review and analysis across a broad spectrum to evaluate personnel impact, workload impact, training impact, budget impact, and processes as it relates to acquisition reform.
  • Develop performance metrics for assigned programs and monitor performance to ensure compliance with specified end objectives.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Specialized Experience: One year of specialized experience such as developing strategic plans and strategic concepts for acquisition programs within the Department of Defense, United States Government, or commercial entities; coordinating and monitoring special projects and strategic planning
initiatives within an organization; coordinating research and technical analysis; communicating effectively with senior leadership concerning topics that are complex and controversial. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service.

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Upon entry into an Acquisition position, the incumbent has 24 months to complete the position requirements without needing to obtain a waiver. Selectees must meet position requirements for certification at Level II in Acquisition Career Field Program Management within 24 months of entrance on duty.
  • **This position is a TERM position. It is temporary and may be extended up to a maximum of 8-years**
  • **This position may be converted to permanent career or career-conditional appointment without further competition as long as all requirements are met. To be eligible for conversion, employee must complete at least 2-years of current continuous service under a term appointment in the competitive service AND employee must have a current rating under such term appointment of at least fully successful or equivalent.**
