Responsibilities

The IT Specialist will serve as an administrator for the NIST RS2 AccessIT! Cyberlock program, Lenel Physical Access Control System and Pelco Endura Video Management System. This includes supporting, maintaining upgrading and replacing the security systems and infrastructure. The IT Specialist will have the following responsibilities with the Emergency Services Office (ESO):
• Serve as a point of contact for IT support for division.
• Maintain/replace/upgrade all supporting equipment associated to the Cyberlocks, access control &Intrusion Detection Systems to include IP locksets, card readers, contact points, alarm panels, IP cameras, servers, workstations.
• Develop, schedule and implement security system test plans for Preventive Maintenance.
• Develop and run reports for data inquiries in support of audit and inspection activities.
• Assist with assessing risk, planning and testing for contingencies, implementing security controls, developing system specific policies and procedures.
• Assist in performing Project Management duties.
• Attend meetings related to our Security systems for operations and provide guidance.
• Perform system and application administration.
• Perform COR duties.
• Serve as a Property Custodian for SSACG property inventory

Qualifications

Basic Requirements ZP-II:

1 full year of graduate level education

OR

Superior Academic Achievement is based on (1) class standing, (2) grade-point average, or (3) honor society membership.

1. Class standing -- Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses.

2. Grade-point average (G.P.A.)-- Applicants must have a grade-point average of:

a. 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum;

or

b. 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.

Grade-point averages are to be rounded to one decimal place. For example, 2.95 will round to 3.0 and 2.94 will round to 2.9.

3. Election to membership in a national scholastic honor society -- Applicants can be considered eligible based on membership in one of the national scholastic honor societies listed below. These honor societies are listed by the Association of College Honor Societies. Agencies considering eligibility based on any society not included in the following list must ensure that the honor society meets the minimum requirements of the Association of College Honor Societies. Membership in a freshman honor society cannot be used to meet the requirements of this provision.

Experience: Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. IT-related experience must demonstrate:

1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

In addition to the above basic requirements , applicants must possess one year (52 weeks) of specialized experience equivalent to at least the GS-5 level (ZP-I at NIST) in the federal service. Specialized experience is defined as installing, maintaining, programming Lenel, RS2 AccessIt, & Assa Abloy security hardware. Experience installing, maintaining, programming Pelco and Endura Video Management Systems (VMS). Experience designing, implementing, testing, and maintaining Access Control and IDS hardware solutions.

Basic Requirements ZP-III:

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree

OR

Experience: Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. IT-related experience must demonstrate:

In addition to the basic requirements, Applicants must also have 1 year (52 weeks) of specialized experience equivalent to at least the GS 9 (ZP II at NIST) level. Specialized Experience is defined as installing, maintaining, programming Lenel, RS2 AccessIt, & Assa Abloy security hardware. Experience designing, implementing, testing, and maintaining Access Control and IDS hardware solutions.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
