Summary

Incumbent serves as Research Leader for the Animal Biosciences & Biotechnology Laboratory (ABBL) of the Beltsville Agricultural Research Center (BARC) in Beltsville, MD. The mission of ABBL is to develop knowledge and technology to improve genetic and reproductive traits, nutrient utilization and disease resistance in livestock and poultry for the enhancement of growth, product quality and techniques to identify superior genetics.

Responsibilities

  • Conduct and lead research on enhancing production while maximizing growth efficiency and well-being of domestic species studied as well as establishing new or improved approaches for long-term germplasm preservation in livestock and poultry species.
  • Review and ensure research project plans are sound and ensure the proper interpretation and reporting of resulting scientific research data.
  • Define research goals; develop hypotheses, theories, principles, and measurement methods; plan, coordinate, conduct, and evaluate assigned research program, and disseminate findings in the form of reports, presentations, and publications.
  • Manage human (administrative and scientific) capital, fiscal and physical resources of the Management Unit.
  • Provide technical information and consultation internal and external to Agricultural Research Service (ARS) concerning the research of the management unit.
  • Maintain and enhance the creativity and productivity of personal research along with that of the unit.

Occasional travel - Local and domestic travel is required to attend scientific meetings and conferences.

Qualifications

Research scientists have open-ended promotion potential. Research accomplishments and their impact on the duties and responsibilities of positions are evaluated periodically. The grade level is limited only by the individual's demonstrated ability to perform research of recognized importance to science and technology. *Final grade level may be determined by a peer review panel.

This is an interdisciplinary position and may be filled in any of the job series/position titles listed. In addition to the specialized experience requirements, applicants must submit proof that they meet the educational requirements for at least one of the series described in the announcement. Applicants may only be appointed to job series/position titles for which they meet all experience and educational requirements.

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Animal Science Series, 0487
Degree: animal science, dairy science, poultry science; or a related discipline or field of animal science that included at least 30 semester hours in the basic biological and agricultural sciences, and 20 semester hours in animal science.
OR
Combination of education and experience: courses equivalent to a major in the basic biological and agricultural sciences, including a minimum of 20 semester hours in appropriate animal science subjects, as described above, plus appropriate experience or additional education.

Microbiology Series, 0403
Degree: microbiology; or biology, chemistry, or basic medical science that included at least 20 semester hours in microbiology and other subjects related to the study of microorganisms, and 20 semester hours in the physical and mathematical sciences combining course work in organic chemistry or biochemistry, physics, and college algebra, or their equivalent.
OR
Combination of education and experience: courses equivalent to a major in microbiology, biology, chemistry, or basic medical science that included courses as shown above, plus appropriate experience or additional education.

Physiology Series, 0413
Degree: in one of the basic animal sciences or physiology; or a related discipline or field of science that included at least 24 semester hours in the basic animal sciences, of which 10 semester hours were in animal physiology

Molecular Biology Series, 0401
Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
OR
Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.

Applicants must also meet following requirements:

GS-14: At least one year of specialized experience equivalent to the GS-13 level. Specialized experience is fulfilled by the following: (1) Experience in conducting research focused on elucidating scientific knowledge and developing applications or biotechnology to enhance production (e.g., growth, reproduction, or nutrition) or to improve germplasm preservation in livestock or poultry or to mitigate disease in poultry (e.g., disease resistance, alternatives to classical antibiotics); AND (2) Publishing research results in peer reviewed journals in the area of poultry or livestock production or germplasm preservation or poultry disease; AND (3) Experience managing human (hiring, evaluating performance, monitoring work progress), fiscal, and physical resources for research projects.

GS-15: At least one year of specialized experience equivalent to the GS-14 level. Specialized experience is fulfilled by the following: (1) Leading a multidisciplinary team conducting research focused on elucidating scientific knowledge and developing applications or biotechnology to enhance production (e.g., growth, reproduction, or nutrition) or to improve germplasm preservation in livestock or poultry or to mitigate disease in poultry (e.g., disease resistance, alternatives to classical antibiotics); AND (2) Corresponding author of publications in peer reviewed journals in the area of poultry or livestock production, germplasm preservation, or poultry disease; AND (3) Invitations by international community as an authority in the field evident by domestic and international consultations and invitations to present research and established collaborations; AND (4) Experience managing human (hiring, evaluating performance, monitoring work progress), fiscal, and physical resources for research projects.
Supervisory/Managerial Competencies - the following KSAs will also be used to evaluate candidates in the interview and selection process:
1. Ability to lead and accomplish work through others (i.e. team building, conflict management, cultural awareness, strategic thinking, technology management, and political savvy.)
2. Ability to communicate with individuals or groups from diverse backgrounds in a variety of situations.

This position requires the selectee to undergo a pre-employment check and a full background investigation.
