This position is located in the Ronald Reagan Building and International Trade Center , 1300 Pennsylvania Ave., NW., Washington, DC., in the Bureau for Economic Growth, Education and Environment (EGEE), Office of Development Credit.

Responsibilities

The Office of Development Credit oversees the Agency's Development Credit Authority (DCA) which works with investors, local financial institutions, and development organizations to design and deliver investment alternatives that unlock financing for U.S. Government priorities. The incumbent of this position serves as a Financial Management Specialist (Spanish speaking Compliance Officer) performing the specific duties and responsibilities listed below and reports to the Office Director.

As a Financial Management Specialist, you will:
  • Serve as a Spanish speaking Compliance Officer.
  • Perform, or otherwise manage, on-going economic and financial analyses of private enterprises, financial sector instruments, financial institutions, macro financial conditions, banking sector development, regulatory/legal environment, and macroeconomic projections in developing and transition countries. In evaluating private sector businesses, you will be responsible for complete, complex analyses of financial statements and credit worthiness; for financial institutions, the incumbent is responsible for analyzing bank portfolios, lending practices, risk mitigations, and credit policies.
  • Assist the Portfolio Management leader with daily programs with significant the Development Credit Authority (DCA) portfolio changes and assist in monitoring USAID contractors, consultant, and part-time employees on credit related issues.
  • Advise senior Agency officials, in headquarters and overseas, on subjects related to banking financial markets and small business development, and on the formulation of the Agency's private sector policy in response to the Administration's private sector mandate. Recommends/draft appropriate changes in legislation to assure the DCA and other Agency investment programs are compatible and uniform with international banking and business practices.
  • As the organizational expert in analyzing and resolving complex issues you will work with EGEE/DC's Project Development Support Team and Mission to manage workouts of significant performance deterioration of credit activities.
  • Conduct subsidy estimates and annual re-estimates regular and specialized financial reports using a wide variety of sources for substantive agency programs in accordance with the Federal Credit Reform Act of 1990.

Qualifications

Selective Placement Factors: (1) You must be fluent in Spanish; (2) You must have experience analyzing credit worthiness of banks or financial institutions; and (3) You must have experience implementing and managing credit portfolio.

GS-13: In addition to the Selective Placement Factors, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes experience: (a) thorough knowledge of US Government credit reform and credit policies, commercial lending, credit analysis, and risk assessment techniques; (b) applying qualitative and quantitative methods associated with portfolio monitoring; and (c) analyzing and troubleshooting guarantee utilization, impact, report and claim issues related to financial transactions.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, relevant to the duties of the position to be filled, including volunteer experience.

Well-qualified means an eligible employee who possesses the knowledge, skills, and abilities which clearly exceed the minimum requirements of the position.
